Well, I think such kind of trucks aren't entirely meant for Third World countries. Case in point,  the dynamic steering by Volvo, it caused alot of hype, but if you did a market research on the number of Volvo trucks currently with that, that number x, tends to zero-all factors held constant.

Because either no one feels it is a problem serious enough worth solving - you will spend a lot coming up with the tech , but it is needed in developing countries who typically do not buy cars with the latest technology, so who will you sell it to?

Not unless a government somewhere makes it a legal requirement thus creating the market.
