Operations cost dictates channel video/audio quality.

If the quality is bad from the source, its hard/expensive for broadcaster(star/go Tv...) to improve quality.

If the quality is good from studio/source but the broadcast want to reduce cost, they can re-encode and reduce bitrate (thus poor quality)

HD Quality=More bandwidth=less channels per band=high operations cost.
