Lets summarize : - we are under threat  =  Foreign donors, money for new training, money for newer methods, mordernization of facilites....  - we are under threat = justification for " war-mongering " ? More money to be made and objectives of others realized? Some people are playing with dangerious public opinions while at the same time fueling the crises. Kawaida pattern, nothing new.
