Listers, I know this is an off-list, but I can't help wonder more. I don't know whether I'm seeing my own things or there are others with the same experience When you send your electricity query to bill(a)kplc.co.ke. it gives out the amount you owe KPLC, though is not detailed as the snail mail. If you send the query, say, on 14th of September, you'll get your bill status including the due date. The same is reflected when the snail mail arrives. Now does that mean the snail mail bill we get is just an estimate? I jail to understand how a bill checked a week before remains the actual bill! -- Solomon Mburu P.O. The cost of one megabyte of bandwidth locally has been going for between Sh298, 000 and Sh445, 000 ($4000-$6000) until recently when the fibre optic cables landed. Many ISPs say they have reduced this to Sh45, 000 ($600) but the government wants this lowered to Sh15, 000 ($200). “We have many options but it’s always good to leave the competition to push the pricing down, but it doesn’t the regulator (Communication Commission of Kenya), would step in,” the PS emphasised. He said the argument that the providers have increased capacity for the same pricing is not valid since majority of Kenyans cannot access affordable and after internet connectivity. “That is nonsense. If Kenyans are not able to afford, then I’m not happy because for me to ensure that the economy grows it is to make broadband available to Kenyans. But now it cannot be used, not many people have this in their homes,” he complained. I know of 2 companies in that sort of business from Ghana. DreamOval, whose product is called iWallet. I've had the opportunity to work with one of their managers, Henry, and he's briefed me about their product. The other company is BSL. It seems to be founded by a Kenyan lady and a Ghanian AKA the 'Bill Gates of Ghana'. Dear Bw Ndemo, I'd like to share some information, though a bit lengthy. One of the greatest challenges facing many sectors and including our tech sector is that Innovation may not come from big companies or multi-nationals. Mostly they will always follow the tried and tested ideas, technologies and systems that create return revenues. And so much of innovation will never make it to any end users which is quite unfortunate. But there is a hope of changing this. Innovation or innovative methods to generate interest lives with much smaller entities who spend quite of their time towards improving and testing systems, ideas or technologies. There are many of us have been doing this for a long time but innovations is not a guaranteed system of over night success but rather a process of development which can take years. And this is where big businesses can come in and take the ideas or innovations into bigger deployments. This is what Kenya needs. And we should create an enviroment through less stricter policies and licensing regulations for smaller entities to develop, test and distribute so that investors or other interested parties can see the show case of what can be achieved. I'd like to list an example, though there are many : Voice Over IP Today we have so many skype users and all voice traffic and rates are paid to directly to some foreign nation. About few years ago I had thought of developing a local server using the asterisk open source server that would allow voice sip handsets and even chat software to allow for calls. The system included a billing system that provided itemised call billing analysis that would be mailed to the end user on a monthly basis. I tested the server for many months and was confident it was the way to go. I had now completed my tech part of R & D and was now ready with a system. - Skype has no termination into any network in kenya. I worked on the same. - Skype has a software that allows chat and international calls. I worked on a software available that would easily allow calls and in future have the capability for video conferencing over the same hardware. - All Skype calls have to be paid to them, internationaly. I worked on keep the calls billed at local rates and paid locally. - Skype was bandwidth intensive and critical. I worked on G729 encoder that consumes just about 8kbps over any internet link. - My system offered IVR message facility. When I went to the CCK website to see how to go about setting my deployment and check the details of the voip criteria , it became clear that I was now in an industry that was way way beyond and out of my reach. I shelved the entire system and program and moved onto other tech things. Today, when I see skype users make calls etc, I wonder. They all depend on international servers while kenya is loosing out on revenue. So how can we think of competing against the likes of skype? The R & D is there, the technology is there to produce something local. But treating Software As a Service in the likes of a telco or service provider category killed all local innovation. And not that telcos nor providers have been stopped by anyone, they have the licenses, the ability and the financial might. Its just that they may have started now, something the small sector would have been able to offer a few years ago. I hope that smaller entities will be given a break through an informal sector approach which in the long run will produce results for many. I'm sure it will benefit thousands in the ICT sector who are innovative and adaptive to kenyans needs. The answer to cheaper internet access also lies here. My amatuer thots. Asante sana. Rgds. Is there a way to configure either Apache or Tomcat web servers so as for it to display how much data was transferred in a given session? This is what I mean; Suppose I have a file on localhost that can be downloaded by visiting http://localhost/service/file.zip. The file.zip is 123456 bytes long. If someone downloads it completely, then I expect that 123456 bytes to have been transferred. Suppose someone cancels mid-way, or an error occurs, then there is a log to show that file transfer was not complete. Any idea(s)?

It is a good thing to have i think its restrictions are unrealistic. For me it has gotten to a point where selinux is always the first thing i disable (permanently). Seems to me that active selinux and a *working* box are mutually exclusive. How do u guys configure it in a production environment?

Saturday, January 31, 2009 Broadband Stimulus The House passed its version of the stimulus bill earlier this month, of which $6 billon dollars was allocated for broadband deployment, and now the Senate Appropriations Committee has released a draft of its broadband stimulus package, of which $9 billon has been allocated. Yochai Benkler has done an indepth assessment of the two broadband stimulus packages, highlighting some of the new terminology the House bill has added: "The House bill adds some explicit important definitions for understanding broadband. It defines "advanced broadband," for which 75% of the money is marked, as 45 Mbps downstream, 15 Mbps downstream. Now, I continue to be baffled about the willingness to formalize asymmetric speeds as the measure, but this is the first time any formal regulatory requirement has even begun to speak in 21st century terms about what counts as broadband." Agreed - I also noticed that the Senate bill calls for 100 Mbps down/20 Mbps up (though this is only defined for tax credits, not direct spending), which is asymmetric (its a read/*write* web folks) but encouraging in that they are clearly interested in raising the bar in terms of what the telcos have been trying to pass off as "fast enough". <http://blog.communityfiberproject.net/>

And what happens to the informal ICT sector where professional, experienced individuals or small office/home office types, self employed want to develop the above as legit business? Looking into the details of the category license, reveals a concealed fate for small investors, which means a non-starter : -"*Content Services*" means information of any kind normally provided at a fee and is delivered over electronic communications networks and services. They include broadcasting content, financial information services and other information society services. -Within NINE (9) months from the Effective Date, the Licensee shall establish and maintain efficient information services to assist any person to answer questions regarding products, services, and any other reasonable questions relating to the Licensed Services - Within nine (9) months from the Effective Date, the Licensee shall submit to the Commission the accounting principles which relating to the running of the Licensed Systems and which allows the recording of investments, expenses and revenues in accordance with Generally Accepted Accounting Principles (GAAP) in Kenya.15.2. Within sixty (60) days of the end of each fiscal year of the Licensee, the Licensee shall deliver to the Commission its balance sheet as at the end of such fiscal year and the related statements of operations, equity and cash flows, in each case accompanied by a report thereon of independent auditors stating that such financial statements fairly present the financial position of the Licensee at the dates indicated and were prepared in accordance with accounting principles submitted to the Commission in accordance with 15.1 above. -In particular, by the 15th July of every year or as agreed by the Commission, the Licensee shall submit a Compliance Report detailing the performance of the previous operational year ended 30th June. - The Licensee shall pay to the Commission:21.1. An initial Licence fee amounting to Kenya Shillings one hundred thousand (KShs.100,000). -On 1st July of each year, an annual operating fee equivalent to zero-point-five percent (0.5%) of the audited annual gross revenues accruing from the Licensed Services during the previous financial year or Kenya shillings one hundred thousand (KShs. 100,000) only whichever is higher. *I highlight these point as at some stage it will affect many. Who knows, you could be selling things from your site portal using mpesa/zap etc and the next thing you know you are operating illegally.* ** *Rgds.*

Hi, I've seen a lot of paypal discussions in this forum and thought I might ask one of my own. I've opened two paypal accounts - one with a debit card from co-op and one with a credit card from KCB. I'm supposed to receive payment into these accounts but the person sending the payment has said that both have refused simply because paypal doesn't accept one to receive money in their paypal account if you are located in Kenya. I confirmed this on this site : https://www.paypal.com/worldwide/ Infact, no African country can use paypal to receive money unless you send it from your own account. Windows Server 2003 domain Issues.

Hi guys, I need your help here, I have a domain managed by a windows 2003 server, the clients are running XP SP2, I keep getting an error, *"Generic host for win32 services encountered an error and needs to close"* on clicking don't send the computer will hang, and only a restart will render it usable again. I have dug up Google and it appears that the error is update related, My main problem is that all the options under automatic updates on the client computers are grayed out, Tweaking the registry and Group policy did not work according to an article on the internet, This might suggest that the reason these options are grayed out has something to do with the domain controller. *Q: How can i configure / disable automatic updates for client workstations from the domain controller. * *Useful Information* - I am running KIS ver6.0 on all workstations with current updates and no viruses have been detected. - The Domain controller is running Symantec AV. With this weeks update - When i remove a workstation from the domain the options under automatic updates are enabled and usable. - I have installed a patch from Microsoft that is supposed to fix this but it hasn't probably because you need to disable automatic updates too. - Which i haven't managed. Data automatically saved upon application closing or loaded from previous session when app is launched. - DUN connections drop down list on form load ( to set the default connection for analysis ) - New form to allow input details of Scratch Card number, amount, tariff, bundle purchased and expiry date. Data is kept in a file and will form card itenary. Once data is saved and window closed, the data will be displayed in main window of application. - Daily/Monthly Upload Mbytes usage display box - Daily/Monthly Download Mbytes usage display box - Total Mbytes used per day/month. Upon clicking STOP on application, data is captured to a read only file. Microsoft has joined with payment software vendor M-Com to push a mobile payment system that will be accepted by banks around the world. The two companies have built a software package called BankAnywhere which is based around Windows and Microsoft SQL Server, as well as Internet Information Services (IIS).The software is platform agnostic and will consist of software on the phone linking in to back-end services in banks. Thanks Joram, but maybe I should rephrase the question. I am looking to set up such a database from scrath so the information I wanted was what sort of a database would be suitable for it (oracle, SQL etc), something about the structure of the DB, security measures, space requirements and the like. I woluld appreciate info from anyone who has developed such a DB. Regarding content, I felt there is no need to re-invent the wheel given that content such as bible verses, quotes etc are already available. So are there downloadable DBs available and secondly, what are the terms of engagement with content provders such as cellulant. E.g. I once went out looking for funding to set up my own biz. Apart from being frustrated, it cost me lots of efforts and time. It is then that it occurred to me that what I really needed was not much money. After all, the most successful companies in the world were started with little or no capital at all. I think the best approach that financiers could adopt especially for the entrepreneurs in technical fields is to offer apprenticeship, incubation or something like that. And since I hit the road with this in mind, I could only have wished that I had started much earlier. So far, I'm not complaining. Obunga Ouya

Apple's Appstore pockets 30% while developer pockets 70%, that is great. One developer might have a client base of 5,000 for their app, but with 20 developers that goes up to 100,000. A developer would have access to the API to embed the payment solution in a website, mobile app, or PC app. I'm starting this thread for discussion into this venture. If the discussions are successful, let's make this a reality! If not, then I'll repost and repost until this idea makes sense, coz I'm yet to see how it doesn't. Internet pricing has something in common with other things around us. I'd like someone to correct what I say here. I read the budget summary for this year and Cameras, TVs are Zero rated. *Has this been passed and gazetted ? * from the summary : " remove the current import duty of 25 percent and VAT of 16 percent on television cameras, digital cameras and video camera recorders. " I've been asking TV and camera vendors about the reductions and none is straight forward about it and I do not want to buy " old expensive stock ". I could not believe yesterday when I went over to a camera shop they were selling a Nikon D40 @ 80,000/- while this camera should be about Ksh 35,000/-. So if you remove the zero-rating, the camera should be costing around 25,000/- to 30,000/-. corrections welcome. :-) -- Sign on my car is " L " plates : c#.net
