I'm new here though and honestly have no idea what the history is with all of this stuff (aside from reading that great PDF linked to above). Again, I'm glad to help but can only help somebody else who knows that the current situation is.

However, the google funds could play a critical role, call it a spark in opening up the market or say bridging the gap.
The EA community is a very large market, and building incountry IXPs without encouraging some sort of interconnect will be a missed opportunity.
@James: Corporates can be the engine to getting content that is much needed. It all depends on the approach.
