Thank you Barrack for kickstarting the debate, and to all listers who were eagerly waiting for these online debates. It is important to note the role of the Internet as an engine of change and development, and as an inexpensive means for citizen participation in national building and providing much needed feedback and criticism to their respective governments, and for accessing government services at any place, any time of the day (ubiquity). As I see it, a lot of tools and new media, and infrastructure have to be employed to enable citizen participation in the county level especially in Kenya. Many opportunities are bound to be there; - Speed of response is enhanced - Ease of surveys; know what the peoples ambitions are for planning - Ease of sharing area specific tips e.g farmer - Ease of emergency alerts e.g locusts sited in one side of the agro-county or matatu strike, floods in Budalangi East road washed away! - The numerous Government and NGO driven forums on social, economic, political matters may be communicated easily to - Spur access from e-health, e-policing etc and My favorite spur "e-education" for anyone, anywhere in the county! On the inverse; - Lack of privacy - Security (county/national) information potential over exposure - Hacking of information - Conniving to "steal" county resources including monies, information and blaming the internet e.g internet-based ghost funds transfers from county accounts - Potential loss of jobs - Potential redesign of jobs wrt governance, I am concerned that; - Noone is said to "own" the internet yet any information going via the internet somehow can be tracked. This means that there is no security of information shares - Down time; this may really hold up the County in delivering services-when organisations automate or upload services on the Internet, all other forms used before are discontinued normally making the staff useless in sorting out an issue and the Customer Service Call Centre just busy making PR promised without any certainty - Certain services (broadly ICTs) are promotion of business interests of players versus meeting actual needs of users - The human contact and how it is enhanced even with spread of internet based services. One thing that irks me to no end is up to today we see government officers both at the county level and national level communicating via email using yahoo, hotmail and gmail accounts yet the transition authority has already registered all the counties using the .go.ke extension. Can this be expedited? Lets ensure basic ICT 101 cascades to the counties. I'll bet that all of those government officers have 'work' emails but the ghetto Exchange/Qmail/Zimbra installations floating around this country just don't work. What I've seen in my limited time here (6 months) is that there's no focus on even 1 year ahead when it comes to ITC systems. This is not just a public sector problem although it's most obvious there. The issue seems most commonly to be some sharp kid comes out of school, sets something up that nobody else knows how to use, and then if he's really smart moves to a better job, leaving the unmaintained system behind, or if he's not so smart, sticks around but doesn't have the wherewithal to maintain and improve the system. Either way is problematic. What needs to happen is for local leaders to create more environments of excellence. Even a 3 or 4 person team of sharp tech people can do amazing things with ITC if they're given a budget and empowered to make things happen - a little political cover is all they really need from their bosses. I do believe that KRA pin registration has been available all over Kenya in cyber cafes. I do think it is important that the County Governments take steps at entrenching ICT in its day to day service delivery. Early this week I needed to write to KARI Kakamega office but to my shock it was a yahoo.co.uk address and this was openly put up on their website. Now as if that was not enough, it bounced. Now while Kari has done a great job in decentralising, I think as with most of the government departments, use of ICT is still lagging behind. One way to address this I believe is to ensure that NOFBI is actually utilised and for those counties that are not utilizing this readily available infra, a penalty should be levied so that it becomes punitive to sit with idle infrastructure. Secondly training of County Governors and their executive offices on the role of ICT in their day to day operations as well as advocacy at a National level. My initial thoughts..
