How do 20 people approve of it before it is voted on?
So we have simple majority at times (could be 2 out of 3 people at a meeting), a quorum (undefined) required at other times, but nothing can be voted on unless 20 ppl approve?
In general, it is a very heavyweight structure, requiring lots of volunteer time (membership committee, budget committee, lots of officers, etc.
Can we sustain such a structure?
