Hi Ali, My wild guess is that this might be purely from a political and Internal security standpoint. With what we are witnessing among the politcal elitein the counties, it might be best to issue this licenses after the election period.It is too risky now and we must evaluate the merits and demerits extensively. Do you really mean that someone in the political hierarchy has just decided that it may not be strategic to issue licenses to Counties that are not in their 'control'? I agree with Grace and Eshuchi, Devolution in some instances has caused fantastic transformation in the grassroots however on the down side it has the potential to cause extreme polarization. What we are seeing today are micro-kingdoms being created in each county and I honestly feel that giving radio frequencies to individual counties will have a negative impact on national unity. Until vernacular stations were tamed we saw the potential damage that was caused in this nation's history, this is entirely unnecessary and the current communication channels are adequate, we must struggle to find ways to improve our nationhood. My main bone of contention here is not whether the radio stations will be expensive, create polarization etc. The arguments presented so far are akin to a debate over a knife:- Is it useful or harmful? Let's get back to the real issue. And Grace Bomu articulated it well by going back to the constitution. This is the problem with this country. If we just focused on our responsibilities as citizens we won't be discussing how counties are bad and that they are misusing funds, polarizing us etc. WE put them there. We have the right to recall governors or vote them out. @ Ali, I think the constitution is work in progress, it is not cast in stone, based on what we have observed , we can always improve it. Just imagine if we had never repealed section 2 A because we there was no mechanism for the same it would have been difficult. Until vernacular stations were tamed we saw the potential damage that was caused in this nation's history, this is entirely unnecessary and the current communication channels are adequate, we must struggle to find ways to improve our nationhood.
The argument for the county radio stations is akin to devolving security, each country would create its own little armies.

Establishing mechanisms does not necessarily mean setting up of own radio stations.
Creating partnerships with existing stations that already have listenership in the counties would serve as a mechanism to facilitate public communication which in my view, is more prudent with regard to the spending of county monetary resources.
A media station requires diverse content, everyday. After communicating a public announcement, what else would air?

Hallo GraceThe county Government Act call for the Counties to establish mechanisms to facilitate public communication does not mean putting up TV/Radio stations for every county.Some of us have interests in more than one county and may not keep hopping from one channel to the other. A one county broadcasting channel would be agreeable. But look at KBC, what have we done with this public broadcasting space ? And following the thread we appear to be missing the critical infrastructure linkage and dwelling more on regulatory framework. Richard has offered a partnership solutions that hinges on content but which will still stay within the confines of traditional spectrum. The bigger picture is to grow radio transmission through the digital spectrum. Indeed there is a global target by the ITU to migrate radio to Digital platforms by 2020. With the increasing development of IT infrastructure and subsequent uptake of internet consumption many of this county governments that have already invested in Radio Production Studios would just need to switch on to Stream on cloud. There are thousands of solutions available for online radio with diverse capabilities that will tap into the individual broadcaster creativity. e.g Individual county governments can reach out to diaspora audiences and sell there policies and attract investments.
