That is, only 35 of the people voted against the law. In my opinion, that is a low score. The low score against the law is probably due largely to the fact that the government, and the political parties supporting the law, assured voters that the law will not be used to institute mass surveillance, and that at most 10-20 individuals per year will be targeted for surveillance. So the referendum and the resulting public debate was useful in that it resulted in a clear statement regarding the intended scale of the permitted surveillance. Opponents of the law must now carefully observe its implementation to ensure that the assurances given during the referendum campaign are kept.
