RE: Information on Regulating Hate Speech and Incitement to Ethnic and Racial Violence on Internet in Kenya

The issues raised are pertinent and have been raised by citizens in several forums. To start of I wish to thank other contributors, espacailly Onsakia for remiding id of the NCIC, that came into existence after the 2007/8 debacle to help bring peace, sustainable development and harmonious coexistence among Kenyans.

As NCIC acknowledges, it only does investigations but lack proprietorial powers, which in fact makes it toothless.

By and large, there is need to have legal mechanisms that would be enforced encase there is interference of breaches with privacy, freedom, incitement and the like, in all manner of mediums. We always hear lots of negative rhetoric.

Our statutes need updating to cater for the emerging issues. Much more advocacy is necessary as majority do not understand that they can play a significant role to improving peaceful co-existence, as we practice freedom of expression and speech as enshrined in the current space.

There exists several self regulatory mechanisms adopted successfully in other countries, that we can also borrow from. These are necessary especially as we approach the coming elections,

There are pertinent issues that, from Dr. Ruteere, we can use to make the Act more relevant. I guess there are things which have by passed the act since it was assented to.

Dear All,
Around the time of the Olympics(seems so long ago) there were quite a
number of online discussions around the issue of Dunford carrying the
Kenyan flag. I don't know whether it all falls under racism but one felt
the need for some parameters when commenting on these issues.  Of course
later on most of the "hotter" posts were removed (self regulation?)  but
