Nice observation, however if you do have a gmail Account kindly take time to log in you may find the feature Right from your inbox. If you have basics like a master card and a usd account then u can send from nbo. However the roll out with google is smooth and seamless months would be a time frame to look into. Much of africas growth depends on how internet penetration is tackled.

I see that the service is initially available in the US, may be with extension to the whole world in the coming months, if not years.
Once global, depending on the business model which will be adopted by Google, it can rival Mpesa and other electronic money platforms. The key determinant of its performance will depend on which billing structure, security mechanisms among a host of other factors, they will adopt.
