I agree with Vincent.
The Board (of Trustees) to provide strategic leadership while the Secretariat implements the strategy (day-to-day running of the Chapter).
At the initial stage, perhaps we can sign an MOU with a volunteer organization to support the Secretariat function, for example by providing office space and what comes with that; and paying an intern to coordinate the ISOC functions until the Chapter is stable. The Board should be made up of volunteers and thus no financial implication.
