Apologies for being remiss in reporting out again on the WTSA happenings. Many issues have been in flux and many are still open. We have been busily trying to follow all the various ad hoc groups and committees! There will be plenary meetings all day today and possibly late into the night. Please understand that below is simply an update - several issues are still open to change. The UN motto is: "nothing is agreed until everything is agreed"! -- References to ITRs - early general agreement in plenary not to reference the ITRs in WTSA text. Seems to be holding. -- IPv6: the IPv6 resolution is still open and has been somewhat controversial. Building off of existing text, more work will likely continue in SG2 & SG3. Some last minute text still under discussion requesting ITU to become an RIR to assist developing countries with access to IP address space. PLEASE NOTE: this issue is still open and text has not been circulated. -- cybersecurity: a lot of wordsmithing on existing resolution but bottom line is that security work will continue in the ITU-T; there are several references to working collaboratively with other groups with expertise. Definitions will be further improved over the study period. -- MPLS issue has been fully addressed - the IETF code point was allocated and this really hasn't been discussed beyond the first day. -- WTSA has been considering language about how to strengthen ITU-T's cooperation with other SDOs and relevant organizations and the need to avoid conflicting standards. This is not a universally supported concept, particularly in light of views by some that the ITU is the preeminent standards organization -- numbering misuse, calling party ID / inappropriate hubbing: still a very tough issue here, giving us an indication of the discussions which will happen in WCIT. Fraud has been a key word - idea that fraudulent activities are ones that result in loss of revenue. This is still controversial but trends are toward misappropriation of international numbering resources (E.164). -- WSIS: not a huge issue this time but some discussion (medium level interest). Revised resolution will update previous Res 75 on WSIS. Trend is for ITU-T Study Groups to "consider" the output of the Internet public policy group but it does not direct Study Group work. -- Spam: current draft recognizes that there are differing definitions of spam in different countries/regions. Also points out the economic impacts of spam. Calls for an ITU study on spam – volume, types, and features of spam to help identify routes, sources, and volumes of spam so that operators can make necessary investments. -- Resolution 178 on ITU role in organizing the work on technical aspects of telecommunication networks to support the Internet: Some early discussion on having an Internet Study Group or a Joint Coordination Activity or a Working Party. Words matter here – a JCA allows for greater participation and has a narrower scope of outputs. This is not yet resolved. -- Number of Study Groups is maintained.
