Agreed, I'm just not sure that mandating 1 from this group and 2 from this group is the best way to do it (unless the Board comprised say 15 ppl instead of 7).

Relationship with ccTLD: Sign a partnership agreement with the ccTLD registry, maybe more beneficial to both entities.
