Greetings,

Would population be a contributor?
For Rwanda there is mention of SMART "The Smart Rwanda Master Plan (SRMP) is a strategic approach of transforming the economy of Rwanda to a knowledge economy through ICT."

Blessed day.

Rwanda tops affordable internet index.
East African nation Rwanda was ranked the top nation among developing countries with affordable internet by the Alliance for Affordable Internet (A4AI).
Speaking at the release of the Affordability Report in Barcelona, Spain Sonia Jorge, executive director of the Alliance for Affordable Internet said that "we are still far from achieving the global target of cheaper internet".
According to Jorge 2 billion people live on less than $2 per day and none can afford internet today.
The Affordability Report is released annually and looks at the state of broadband policy across 51 developing and emerging economies, and presents a country index which ranks the countries.
The countries are ranked according to various drivers such as effective broadband structures, enhanced competition, spectrum allocation, and infrastructure sharing models, etc.
And in terms of this year's results Rwanda ranks the top among the developing nations.
According to Rwandan officials initiatives like SMART Rwanda are driving affordable internet in the country.
Also on the list is Nigeria in second place followed by Morocco, Uganda and Kenya.
A4AI describes itself as the world's broadest technology sector coalition with over 70 members, including Google, Microsoft, Yahoo, Facebook, Ericsson, Cisco and Internet Society from the private sector, and a large public sector and not-for-profit membership as well.
