
Interesting. But I am afraid we are usually very slow to embrace any best practice. Take for example infrastructure sharing. Every Telco insists on laying it's own infrastructure at the expense of the consumer. Multiple pairs of competing fiber are being laid in every road with usage of each pair at a minimum, while these resources may have been deployed in more prudent ways and spur more investment and deployment of broadband internet services. The drama we have been witnessing on the digital TV migration too is because of refusal to share competitors infrastructure. Maybe policy and regulation may save us. In a nutshell: FCC has proposed expanding telcos definition to include broadband providers like GoogleFiber. This comes with more statutory responsibilities but a critical privilege - access to state utilities like poles, ducts and right-of-way opens up real disruption to the state of Internet access.
