Thanks for sharing. Critical infrastructure like ICTs is something that needs to have a blend of both private and public players. Multi-Stakeholderism seems alive and well. At least in the Western part of the world. We would do well to take heed..

In a nutshell: FCC has proposed expanding telcos definition to include broadband providers like GoogleFiber. This comes with more statutory responsibilities but a critical privilege - access to state utilities like poles, ducts and right-of-way opens up real disruption to the state of Internet access.
