Its all business, last couple of yrs google apps for Business was free for 50 users , they then inteoduced Google apps for business paid edition with the same features Charging 5 usd per month while reducing the free edition to only 10 users This year they scrapped off the free edition and all organisations have to pay now. Looking at the features in the paid edition and free edition there isnt much difrence but strategy employed is offer soo much for free then lock in users with a charge.
