Regarding IXPs the EANOG of which I am a member,  had a meeting last Saturday concerning BGP a very essential network routing protocol. I would suggest that in future if you need speakers on technical issues on some of the topics you listed, you could approach the group or even join the mailing list eanog@lists.my.co.ke. You can contact Michuki Mwangi or Phares Kariuki to include you in the list. Nice weekend!
