"Marginalized" is some word that draws interpretation based on how situation cultures it. Since we presume apolitical consideration,it likely natural to accent that "marginalized communities" here points towards those who are marginalized at least in regards to information or rather Internet resources.
So who are they? You definitely have your answers but for me, am in favor of those who;
a) have weak access priorities and abilities based on circumstantial reasons b) have strong exploitation interest in Internet resources but circumstances denies them
