A simple security question

Apologies for cross-posting. This is a non-ICT related issue, but touches on people's security. Someone help me out. This is just a hypothesis: Let's say I'm carrying an IED in my back bag and attempt to enter a supermarket, the guard, with a metal detector, rolls the detector on me, asks me what I have in the back, and I say, Laptop. He lets me in. Do the security guards have training on handling bombs, or once a blast takes place, they run without looking back Solomon

e-Government Online Portal

Dear All, The Directorate of e-Government has developed an internet portal to facilitate citizen access to integrated public services using a computer, PDA or phone. A catalogue of government services has been developed. It is intended that this simplified method of accessing a wide variety of government services will enhance service delivery and reduce opportunities for graft. The link to this service is www.kenya.go.ke or www.hudumakenya.go.ke. This portal also allows you to personalize the services that you require so that when you log on to the portal you only see the services that you want. The same applies to the links one visits on a regular basis including social networking sites. One can add and remove services at will. To do this one must first create an account. Try it out! Listers, Paul Kukubo posted this a couple of weeks ago on the list "AS I write this I am sitting in a forum organized by the ISACA Kenya Chapter to discuss these two draft bills. At this meeting we have a representative from CIC. The draft bills are on the CIC website. Lister's should be made aware of this process which is important as part ofthe constitutional implementation. When the act is passed it will improve our profile as a destination for data processing. As we speak there is a proposal in the EU law that would make it illegal for data to flow to countries that don't have data protection in place. *This has several implications.* Also, in a networked world, analysst indicate that the end game will be that there will be global centers of excellence in data processing. Hi all, i do think that most cases of women violence happens in rural areas or slums (assumption ....i dnt have statistics and i stand to be corrected). if we are to use technology in form of tools like blogs / cell phones we must remember that the internet penetration levels are very low in the rural areas and hence may not reach the targeted or larger audience. it begins with us we must strive to come up with guidelines that will ensure that in Kenya even the very remote areas in the near future will have a tool for women to raise there voices. we can train women on this skills to blog, create websites but without internet connection there is no platform to air this views. we must also ask our self's why there is violence against women its only after we understand this that we can solve this primitive behavior . interestingly in Congo this is what women think about it via an sms poll. *the women* Despite all forms of violence that I suffer at the hands of my husband, I consider them as accidents and I think he will change. We are forced to suffer all forms of violence, because we love our men, despite their violence, and also because of the children. And sometimes we don't have a good social situation, because there is nothing for us anymore at our parents' home. Yes, you're scared of losing our home if ever we think to lodge a complaint or ask ourselves where will we live, especially when you don't work. We don't know who to turn to when we are victims of violence, because our friends give bad advice. For fear of further abuse, we are sometimes obliged to go along with the decisions of our husbands, even when they are bad. Does justice really care about these kinds of problems? Chapters are run in accordance with the mission and goals of the global ISOC. members are also expected / supposed to volunteer their expertise, time and even resources to achieve ISOC / chapters goals. It is in this regard that the past meetings decided to request members for the contribution of shs. 500 to help meet some urgent matters. This is voluntary and the meeting also requested willing members to come forth and contribute. Maybe the Secretary, Liz can tell us how many members have voluntarily accented to this request. By paying the 500 shillings shows how one is active and committed to the chapter's ideals and does not make one more equal than others. As you may know, currently we have over 100 member, but very few are active. Less than 15. Where are the others? If the current active members were not passionate about their volunteering, we wouldn't be where we are now. So let us discuss this issue objectively, always remembering the global ISOC mission as a guiding light so that we keep in track. As a chapter, members can discuss and agree on any unique matter or suggestion that would help the chapter move forward. As we move forward, let us provide suggestions and ideas that could help in popularizing ISOC and increase membership/ volunteers as we have plenty of ground to cover. Ali, You have hit the nail on the head, i hope we can have a response from CCK regarding the questions that you have posted. The Universal Access fund will be key to last mile connectivity. I would also like to note what the likes of ZUKU are doing, it is really commendable the proposed mapping of residential areas by the Minister for Finance could also help in bringing connectivity to residential areas, the cost can then be split so that every household can get access. The meeting tasked me (Tom Oketch) and Grace Bomu to take lead of the team to chat rules of membership taking into consideration the various functions. Our running By-Laws provide for membership as below - highlighted in yellow: Please study the provisions and help me answer this question: *Considering the various functions that some of the members undertake, the spatial differentiation of membership and availability and contribution of members, - are you satisfied by what is provided on membership in our by-laws, is there any provision/s you would want added or removed, do you support the Kshs. 500 membership fee across the board as adopted in the last meeting, do you agree that all members are equal but some are more equal than others? * We request other members able to join me and Grace in the membership committee to put forward their names, and let's all please join in the debate to help us come up with an agreeable premise across the board. Membership** ** 3. (1) All members of a chapter shall also be members of the Internet Society. Membership is not necessary, however, for participation in activities of the society or its chapters. All individuals and organizations falling within the defined scope of the chapter shall be eligible for membership without discrimination. (2) Membership to the Chapter shall be open to corporate bodies and organizations promoting the growth and development of the Internet in Kenya (3) Members shall pay to the Chapter an annual subscription fee as may be determined by the Chapter at a General Meeting from time to time. Rights 4. (1) A person whose membership had ceased as provided for in Article 6 may apply in writing to the Membership Committee provided for in Article 14 for reinstatement of their membership. (2) The membership committee after consideration of the application, may reinstate such a member or refuse to reinstate such a member, citing reasons for their decision. In deed in this years budget speech, Government made proposals to allocate money to expand the same. migration to digital television as well as a law aimed at curbing communication cables vandalism were also discussed. Nevertheless questions still remain because infrastructure remains concentrated in major cities and important centres and facilities in rural areas do not have sufficient access to the Internet. a) Are Government's efforts in the right direction towards providing infrastructure that will get us closer to universal access? b) With Kenya's new governance structure, how can Government facilitate efficiency at counties through ICT/Internet? c) Are private citizens/ civil society playing their role in increasing access?
