RE: ISOC-K Strategic Planning Day Workshop Dear All. I just wish to support / elaborate the previous post by Wanagare, which was proposed to be on the 4th July and not June. In the last meeting, 16th June, we came up with working groups to achieve specific goals. These groups are: Training / Outreach Research Fundraising Membership / Volunteering Members with talents/skills in the specified areas are required to come forth and join/provide their contributions / inputs. The input/suggestions will be considered for the strategic plan that we envisage to develop on the 4th July as communicated earlier. In the past weeks we have had many suggestions and ideas from members and they have not been put together in a presentable format. The duration of the monthly meetings has also not been adequate to exhaust all the agenda items as well as formulate documents. It is in this regard that the meeting agreed to set the Strategic Planning Workshop Day. So all your ideas are welcome and please come aboard. Charles

Listers, Internet intermediaries can be looked at as go-betweens, they act between two parties on the Internet enabling the transmission and sharing of information. They allow communication, and provide knowledge and content of all types, from email to entertainment. However, they do not make decisions about the type of content that passes through their facilities. OECD (2010, p. 9) identifies Internet intermediaries to include ‘Internet access and service providers (ISPs), data processing and web hosting providers including domain name registrars, internet search engines and portals, internet payment systems, e-commerce intermediaries and participative networking platforms which include internet publishing and broadcasting platforms that do not themselves create or own content being published or broadcast’. >From a Kenyan perspective, it is important to consider mobile service providers as intermediaries since mobile telephony continues to set the stage for adoption of Internet access even though they are regulated under telecom laws. Intermediary liability arises where governments or private litigants can hold Internet intermediaries liable for unlawful or harmful content created by users of their services. The power and influence of Internet intermediaries, as well as their limitations in enabling communication and facilitating information flows is now attracting more attention in Internet governance discussions. Questions: 1. What are the laws that govern intermediary liability in Kenya? 2. What sort of content would be deemed a liability by intermediaries and therefore justify removal? 3. Has Kenya had instances where intermediaries have been asked to take down content or block services e.g. text messages? 4. Any other concern? The floor is open -- Barrack O. Interactive Voice Response System

Dear All, The Directorate of e-Government has developed an Interactive Voice Response System (IVRS) geared towards providing information about the services provided by the Government to the public. This is departure from the traditional methods of providing this information like through the media (print and electronic), or physical enquiries from where the services are provided. It is a mobile based application where the citizens can get this information. It is a one-stop-shop. The system has been motivated by the high number of citizens (over 65%) with the access to the mobile phones as well as the changing communication channels. Kenya IGF on line Discussions Day 1: International Telecommunications Regulations (ITR's)

Listers, International Telecommunication regulations are general principles related to international telecommunication services and its transport means. The purpose and Scope includes among other things: - Interconnection and interoperability of telecommunication facilities. - Giving precedence for the *Radio Regulations* in case of contradiction. - Allowing, within its framework, mutual agreements between countries. - To set primary rules for accounting and settlements between members. The ITR treaty was adopted in the *World Administrative Telegraph and Telephone* *Conference* (WATTC) held in Melbourne, 1988. It however came into force on July 1 1990, since then no updates have been made to the ITR provisions which leads to the following question: 1. As countries prepare for the World Congress on International Telecommunications to be held in Dubai in December 2012 ( http://www.itu.int/en/wcit-12/Pages/overview.aspx) What should Kenya's priorities be? 2. Should Kenya make its stand as a country or should we bargain through the Africa Telecommunications Union as per Dr. Ndemos proposal during a discussion on the list what are the implications of taking a stand as a country or as a regional block ?
