Building on the success of the Internet Policy Research Methods Course for Advocates held in Istanbul in 2015, the Annenberg School for Communication’s Internet Policy Observatory has teamed up with the Centre for Communication Governance at National Law University, Delhi, the Centre for Internet and Society and the Digital Asia Hub to develop a research methods workshop for individuals working on digital rights issues in South Asian and Southeast Asian countries. The workshop will be organized from April 10-14, 2017 at National Law University, Delhi (India). The workshop brings together young scholars, activists, lawyers, and technologists for an intensive five-day practicum on using methodologically rigorous, data-driven, and contextually appropriate research for advocacy. The workshop is designed to cover both qualitative and quantitative, online and offline research methods, providing the space for hands-on activities and project-based learning. The program aims to strategically build collaborative possibilities across sectors, expand research capacity within practitioner and digital rights advocacy communities, and to provide the skills and know-how to use research and data to advance advocacy efforts. The program will provide skill-building tutorials on the following topics: § Defining and framing research topics and questions § Conducting desk and archival research § Researching law, policy and regulation § Questionnaire/interview design and techniques § Conducting surveys and public opinion research § Network measurement § Social network analysis § Data visualization § Translating research into action: dissemination for advocacy and policymaking impact § Developing proposals for funding and creating actionable research agendas We encourage individuals from South Asia and Southeast Asia in the academic (early career), NGO, technology, and public policy sectors to apply. Prospective applicants should have a particular area of interest related to internet governance and policymaking, censorship, surveillance, internet access, political engagement online, protection of human rights online, or corporate governance in the ICT sector. Applicants will be asked to bring a specific research question to the program to be developed and operationalized through trainings and one-on-one mentorship with top researchers and experts from around the world. The course will be conducted in English and applicants should be proficient in English in order to interact with experts, lecturers and other participants from diverse backgrounds. Listers Super interesting story about how one man is probably close to succeeding in building a Global Internet Service Provider. Interestingly enough he comes from the premise that Connectivity is a Human Right and is largely responsible for helping Rwanda connect most of the country via Fibre. In tech-conference speak, what Wyler’s been doing for the past dozen years is connecting “the other 3 billion.” This is the half of the world’s population that for various reasons is not online. Companies such as Google and Facebook have received a lot of attention for their philanthropic plans to bring the Internet to the developing world. Mark Zuckerberg, for example, invited Time to follow him around rural India for a story about his evolution as a philanthropist and business leader, though he provided few specifics on what Facebook intends to do for India’s poor. And Elon Musk—he of Tesla Motors, SpaceX, and the Hyperloop—has received a wave of press, and $1 billion in capital from Google and Fidelity—after unveiling his own space Internet plan. As it is well known in Africa, DCA Trust is an early champion of "girls and women in tech" **among many other* innovative causes we have championed in Afric*a.** We started off with tech training program for girls internally at DCA, followed by the fulfillment of the most popular yearly "Miss.Africa" seed fund". DCA also utilized our #2016YearofTheWomen,#STEM4girls, #girls4tech and #womenintech hashtag themes to campaign for women all over the world by highlighting their work, recognizing the efforts, participating in their causes, and various women-centric topics and forums around the world. Despite being assisted with Top Tier legal firms at all times, it takes much of our executive and research time over a battle that has lasted over 5 years. * - *In January 2016, DCA Trust went to court over ICANN's processing of the **Independent Review Panel (IRP)** ruling. **This found ICANN indeed violated is Bylaws and Articles of Incorporation and that the Board's actions/inactions on our.Africa gTLD application were not accountable* *. * - *In March 05, 2016, a United States District Court, Central District of California - Western Division gave a ruling granting an Interim Relief [PDF Case No: CV 16-00862 RGK (JCx)] <http://r20.rs6.net/tn.jsp?f=001dStwmmvxJntpQjUPOhj0JXjtPufy7SyzmdIgT4KVf-No…> for DCA Trust by issuing a decision that ICANN should hold off from delegating the .AFRICA top-level domain (TLD) for ZA Central Registry (ZACR). **The court found "serious questions" going toward DCA's likelihood of success on the merits and a balance of hardships that tips sharply in DCA's favour.....[Cont'd].... I wrote to The Hill a message I titled "ICANN is already under the influence of Foreign Governments <http://r20.rs6.net/tn.jsp?f=001dStwmmvxJntpQjUPOhj0JXjtPufy7SyzmdIgT4KVf-No…>". This drew an example of how ICANN allowed the African Union Commission (AUC), an Intergovernmental body to heavily interfere in the .Africa application so as to delegate it to itself. This eventually led me to take ICANN to Court. However. I did not expect that there would be another body that would try to change the rules. In support of the AUC, the African Telecom Union (ATU) recently came up with** a widely opposed proposal** from an **African Group's Common Proposal (AFCP) **for the modification and expansion of Resolution 47 to include generic top level domain and specifically cited .Africa. To make my views heard, I wrote in a public rejoinder to the proposal on an Industry blog CircleID: "Why African Telecom Union (ATU) Proposal Should be Rejected <http://r20.rs6.net/tn.jsp?f=001dStwmmvxJntpQjUPOhj0JXjtPufy7SyzmdIgT4KVf-No…>". Kenyan Tech Engineer, Zak Muriuki, Died in Ethiopian Jail

Listers Saddest news. It also appears that there are three more Kenyan ICT Practitioners who are still languishing in prison in Ethiopia. The main charge is that they are accused of installing communication equipment without a license. Mugo, was arrested with Zak (may the almighty rest his soul in peace) over a year ago and Osborne Otinda with his colleague Maxwell Odhiambo (according to today's Nation, Page 3) were arrested in October 2014 and are still in jail. Excerpts:- (Addis Standard) – The body of a Kenyan engineer who died while in an Ethiopian prison has arrived home on Thursday Dec. 11th. Zak Muriuki, a father of two girls (pictured) and a tech engineer by profession, arrived in Ethiopia nearly two years ago on January 9, 2015, according to information obtained by Addis Standard. He was arrested on January 10 along with another Kenyan, Jadrick Mugo, who is still in prison. The community will be watching keenly on how this develops. This technology is certainly game changing and its super commendable that the Government has taken the first step towards this. We do hope that this will also soon include the favorable adaption of this technology towards addressing the systemic risks in the Financial Sector. Yesterday, at the BlockChain Conference at Strathmore, we had the good fortune to be addressed by a Mr. Nyimbi Odero, an Advisor, Innovation & Digitization Ecosystem at the MOICT. We were impressed by the address on how the Ministry is collaborating within the Government to ensure that Innovation and Digitization permeates the whole government ecosystem. As a player in the Fintech space in this country I would humbly request the Ministry to look at what the Central Bank of the Netherlands is doing to nurture innovation in the Dutch Financial Sector. These guys have gone beyond the Regulatory Mandate to further the needs of the country in the New Normal.
