The story is what he has revealed about the hidden wiring of our networked world. This insight seems to have escaped most of the world's mainstream media, for reasons that escape me but would not have surprised Evelyn Waugh, whose contempt for journalists<http://en.wikipedia.org/wiki/Scoop_%28novel%29> was one of his few endearing characteristics. The obvious explanations are: incorrigible ignorance; the imperative to personalise stories; or gullibility in swallowing US government spin, which brands Snowden as a spy rather than a whistleblower. In a way, it doesn't matter why the media lost the scent. What matters is that they did. So as a public service, let us summarise what Snowden has achieved<http://www.nytimes.com/2013/06/28/opinion/global/the-service-of-snowden.htm…> thus far. Without him, we would not know how the National Security Agency (NSA<http://www.guardian.co.uk/world/nsa>) had been able to access the emails, Facebook accounts and videos of citizens across the world; or how it had secretly acquired the phone records of millions of Americans; or how, through a secret court, it has been able to bend nine US internet<http://www.guardian.co.uk/technology/internet> companies to its demands for access to their users' data. Similarly, without Snowden, we would not be debating whether the US government should have turned surveillance into a huge, privatised business, offering data-mining contracts to private contractors such asBooz Allen Hamilton<http://www.guardian.co.uk/commentisfree/2013/jun/14/edward-snowden-investig…> and, in the process, high-level security clearance to thousands of people who shouldn't have it. Nor would there be – finally – a serious debate between Europe (excluding the UK, which in these matters is just an overseas franchise of the US) and the United States about where the proper balance between freedom and security lies. These are pretty significant outcomes and they're just the first-order consequences of Snowden's activities. As far as most of our mass media are concerned, though, they have gone largely unremarked. Instead, we have been fed a constant stream of journalistic pap – speculation about Snowden's travel plans, asylum requests, state of mind, physical appearance, etc. The "human interest" angle has trumped the real story, which is what the NSA revelations tell us about how our networked world actually works and the direction in which it is heading. As an antidote, here are some of the things we should be thinking about as a result of what we have learned so far. The first is that the days of the internet as a truly global network are numbered. It was always a possibility that the system would eventually be Balkanised, ie divided into a number of geographical or jurisdiction-determined subnets as societies such as China, Russia, Iran and other Islamic states decided that they needed to control how their citizens communicated. Now, Balkanisation is a certainty. Second, the issue of internet governance is about to become *very*contentious. Given what we now know about how the US and its satraps have been abusing their privileged position in the global infrastructure, the idea that the western powers can be allowed to continue to control it has become untenable. Third, as Evgeny Morozov has pointed out<http://www.faz.net/aktuell/feuilleton/debatten/ueberwachung/information-con…>, the Obama administration's "internet freedom agenda" has been exposed as patronising cant. "Today," he writes, "the rhetoric of the 'internet freedom agenda' looks as trustworthy as George Bush's 'freedom agenda' after Abu Ghraib." That's all at nation-state level. But the Snowden revelations also have implications for you and me. They tell us, for example, that no US-based internet company can be trusted to protect our privacy <http://www.guardian.co.uk/world/privacy> or data. The fact is that Google, Facebook, Yahoo, Amazon, Apple and Microsoft are all integral components of the US cyber-surveillance system. Nothing, but nothing, that is stored in their "cloud" services can be guaranteed to be safe from surveillance or from illicit downloading by employees of the consultancies employed by the NSA. That means that if you're thinking of outsourcing your troublesome IT operations to, say, Google or Microsoft, then think again. And if you think that that sounds like the paranoid fantasising of a newspaper columnist, then consider what Neelie Kroes, vice-president of the European Commission, had to say on the matter recently<http://europa.eu/rapid/press-release_MEMO-13-654_en.htm>. "If businesses or governments think they might be spied on," she said, "they will have less reason to trust the cloud, and it will be cloud providers who ultimately miss out. Why would you pay someone else to hold your commercial or other secrets, if you suspect or know they are being shared against your wishes? Front or back door – it doesn't matter – any smart person doesn't want the information shared at all. Customers will act rationally and providers will miss out on a great opportunity." Spot on. So when your chief information officer proposes to use the Amazon or Google cloud as a data-store for your company's confidential documents, tell him where to file the proposal. In the shredder

Mr. Wambua, Many thanks for this timely response and for the balanced response we appreciate. We also appreciate the wonderful reception and sumptuous breakfast, its a shame we are complaining loudly even after you took the trouble to feed us. I also take cognisance of the fact that we did not consume anything that excited our emotions or raised our passionometers as such it is good to appreciate the complaints and murmurings and use it to improve your stakeholder engagement process, i am glad you shook my hand which is a sign of good faith and the fact that you are open to our comments and criticisms i hope other technocrats will emulate your good example, it is good to note that the success we have achieved in the last ten years would not have come by without the contribution of CCK hence our gratitude. Allow me to delve into your response: 1) I concur with Mr. Walubengo's response and we look forwad to answers on the same, we appreciate the steps you have taken to address our concerns and we look forwad to further engagement on the same. 2) I am concerned that this call was made on 11 January 2013, that is wrong timing knowing the lifestyle of Kenyans granted the commitee may have been working under strict timelines. 3) I am also concerned that institutions such as Tespok, Cofek, ICAK,ISOC dont seem to be featuring sometimes it is based on how the call is made formal invitations are good. I would like to suggest that you map all stakeholders and engage them formally based on the value they can bring on the table, this way you will be able to leverage on crowdsourcing and ensure that the issues you advance are well embraced, for example TESPOK represents close to 30 organisations if not more that deal with broadband and related issues, whereas COFEK, ICAK and ISOC focus on consumer and public policy issues even though they might not sing praises from time to time. In short, kindly rethink your stakeholder engagement strategy. @Mblayo, It appears the matoke u r consuming is really firing you up :-) But I totally agree. Stakeholder consultations without a formal feedback mechanism for the public to know if their comments were considered, and how they were then not taken onboard can be frustrating. Govt must better define how it processes stakeholder input. @Barrack asked a similar qtn at Karen meeting 2weeks ago and we were informed that Govt has final say - which is fine and acceptable. However, Govt has on the other hand an obligation to report back to public in terms of how many comments were recieved, how many were taken on board, how many were amended before adoption, and how many were rejected and reasons why. Hi all, I have just gone through the recently launched National Broadband Strategy. Sadly, none of my submitted input (included below) was accomodated (even after confirmation from CCK that they had been received). I guess this is a sign of the times, because it seems that over recent years "public consultations" by CCK and Govt on ICT issues have been merely stage-managed exercises aimed at giving an appearance of inclusion, but in reality are merely rubber-stamping exercises which allow largely third party driven agendas (vendors, foreign govts) to take center stage and prioritization in our strategies, policies, laws etc... I guess I will just have to stop making the effort to "contribute" to these processes as it seems to be pointless and an exercise in futility. Hopefully others will have better luck? Thanks for this topic, The Internet offers a very good opportunity for open governance in terms of information flow to the Citizens. This means that the County governments can endeavor to ensure that there is transparency and that every detail of developement is made available to the citizens as it happens. It also acts as a good resource for crowd sourcing where all the County Govts have a central portal/database where all updates and information is accumulated as well as distributed, this will increase accountability and as such they can be rated based on real time analysis available through ICT systems deployed. Today I want to present you with my detailed ideas on building a connected continent. The world is going digital. This is a growing global market: we must take advantage. But our telecoms sector and ICT ecosystem, once the envy of the world, are not competing. Our citizens and businesses face barriers and unfair charges. This is supposed to be a global network: but it faces border checkpoints, even within our single market. The rest of the world is racing ahead. America, Japan, Korea have 88% of the world's 4G subscriptions; the EU has just 6. Meanwhile, only 2% of European homes have superfast broadband. Those problems need solutions. And I intend a package to do that; due first thing in September. It will bring down borders, stimulate investment, make it easier to operate and communicate across the EU. Building on our existing framework. Boosting our connected continent in three key ways. First: for truly European networks, it must be easier to communicate across borders. Without operators facing a tangle of different, incompatible rules. If you're allowed to operate anywhere in Europe – authorised within an EU framework — then you should be able to operate everywhere in the EU. And I don't just mean "possible": but straightforward in practice. Like a single authorisation system with supervision by the home member state. And more chance for the Commission to ensure consistent remedies. Less red tape, less cost, less hassle: that's what a single market means. That's the boost they already have in sectors from banking to broadcasting: now, for telecoms too. Second, those operators need "inputs" – the networks to run on. Again, as it stands, that's too hard, especially across borders. We need more consistent ways to access fixed networks – like standardising ways to access networks, so-called "virtual bitstream" products. And with interconnection services that guarantee quality. Plus for wireless we need better spectrum rules. Spectrum bands need more consistent licence conditions – like how long licences last, block sizes, fee structures and so on. All those things will make it easier to run a network over multiple countries - and easier to enjoy high quality services over them. Third, our citizens need to enjoy fair rights and a fair deal – across the Union. Including the right to net neutrality. Blocking or throttling services isn't just unfair and annoying for users – it's a death sentence for innovators too. So I will guarantee net neutrality. With more transparency, so you know what's in your contract. Making it easier to switch providers. Allowing the new premium services which so many new services rely on – from cloud computing to eHealth. And I will end anticompetitive blocking and throttling, for every citizen, on every network, on every device. Internet growth depends on openness and innovation: I will provide an absolute safeguard. A fair deal includes fairer prices. European calls shouldn't count as a costly "international call"; not within a true single market. You shouldn't face a sudden price hike, just to call across an internal border, so any difference in price must be objectively justified by additional costs. And of course, in a true single market, there are no artificial roaming charges. It's irritating, it's unfair, it belongs to the past. Often, the only remaining reminder of our internal borders is the phone in your pocket: that has to change. Millions of Europeans enjoy great, transparent packages on their mobile subscription; they expect to pay once and have everything included. Not just when they're at home: but when they travel too. They should be able to take their mobile minutes, messages and megabytes with them, wherever they travel in Europe. I know you raise the issue of roaming in the draft report from Mr Rohde. But let me remind you of one thing: it's not by banning roaming charges that we create a single market. Quite the opposite: it is by creating a single market that we will end roaming surcharges. A market where companies face the same competitive pressure to push down roaming prices as they do at home on their own network. A market where they can attract and keep customers by adding roaming to the competitive bundles they offer. A market where consumers enjoy choice and competition, not borders and barriers. That is how I want to turn today's fragmented reality into a true competitive single market. This fragmentation isn't about some breach of EU dogma: it has real consequences. To take just one example: spectrum. Countries are not following their obligations to assign spectrum. But even when it is assigned, each does it differently: so it's harder to bid, plan, and offer services across borders. Harder for manufacturers to optimise their new gadgets for Europe. Harder for business to benefit from single market economies of scale. Uncertainties and costs faced by operators are passed on to consumers: meaning higher prices, and poorer service. European manufacturers, who once led the world, today struggle to compete. This isn't just about one sector. Nor just about phones and tablets. Not any more. Soon all sorts of devices could be connected – from your car to your health device. There's a massive opportunity for people to enjoy pan-European services that work widely: but they're still waiting. I'm not just looking at one sector: I'm looking at the whole picture. The European telecoms sector and ICT ecosystem are keystones of our economy – and I'd like to see them stronger. A strong telecom sector that stands up for itself in a competitive market. Less reliant on regulation. But not for their sake: this is in everyone's interest. The fact is, the whole economy is relying on digital tools and networks. Sectors from banking to logistics, automotive to audiovisual. And, beyond that: all kinds of companies are crying out for the connectivity that could transform their business: from videoconferencing to cloud computing to 3D printing. Companies of every size in every sector. They are fed up with not having them. We cannot leave them stranded. They have European ambitions: we cannot leave them without the communications to match. In an economy relying on information and communication, we cannot sit by while the telecoms sector becomes too weak to compete, invest and innovate. We cannot continue to struggle by with poor, ageing networks. This matters. The boost from a competitive single market in telecommunications could be 110 billion euros a year. Quality communications for business could be worth 800 billion over 15 years. Broadband could create 2 million jobs. This is investing in tomorrow's growth. My ambition is large-scale: but my approach is pragmatic. Today our networks and regulations are largely national. A pragmatic approach is not about digging up those networks, tearing up those rulebooks, and starting again from scratch. It's about taking what we have and adapting it; unblocking the bottlenecks, bringing down the barriers. Giving operators, businesses and citizens the single market boost; better services, faster networks, fairer prices. I know that you have just been discussing a longer term option: a more comprehensive review of the entire ecosystem, as proposed in Mrs Trautmann's report. And I can see the attraction of that. But here's my advice: let's not miss this opportunity to make a real difference to growth and employment. Realistically, a full review would take 5 years. That is a long time to wait. And these days, lost time means lost opportunity. Think how the world has changed in the last five years – the devices you didn't have, the services that didn't exist. Think how the world will change in the next five. Then think if we can afford to wait that long, while other parts of the world race ahead. Instead, I am putting forward an incremental but immediate approach: improving the model, to get the best out of the current framework. Taking a significant step towards a single market where technology and service convergence are part of the new reality. Where an updated regulatory framework takes account of these dynamic changes, and where we can take the time to reflect on and then implement the regulatory framework we need for the future. But first, let's get the telecoms single market right. Let's get it working for Europe. That's my alternative. And I am giving you, this current Parliament, a chance: to offer more immediate benefits to our people and our economy. Fewer barriers, more choice, fairer prices, better business services, net neutrality, an end to roaming; a stronger economy creating more jobs. The current crop of startups boasts wacky spellings. The reason founders say, is that practically every new business—be it a popsicle maker or a furniture retailer—needs its own website. With about 252 million domain names currently registered across the Internet, the short, recognizable dot-com Web addresses, or URLs, have long been taken. Mark you I have sufficient credit that I bought from Airtel Money. Astonishing news, as preposterous as it sounds. We need a very balanced approach and meaningful engagement in getting into the issues at play here. I am sure most of us wants what is best for the Kenyan society and the business community. I look forward to a time when the preferred domain in Kenya will be .ke. Probably somebody with information can give us a background overview. I am sure the IT Director at CCK Michael Katundu who has been a long serving KENIC director wants the best out of the our ccTLD, including competing at a world level like .za and .de I am also sure in his difficult and challenging task as chief IT advisory to the Director General Mr. Francis Wangusi and the CCK board, the advice and outcome that will be fronted will be a progressive and selfless one. It's interesting to note that the President of Kenya, H.E Uhuru Kenyatta in his speech to business community and civil society in May 2013 during swearing in of cabinet secretaries encouraged public private partnerships and fostering dialog. Nobody would like to be seen to undermine the performance of the President, or his humble decree barely 100 days after he took office. Before the re-delegation of our ccTLD, we need know what works, what does not work, what effort and approaches have been employed, any working group that has been constituted, how the working groups were reconstituted, reports and recommendations of the working group, and finally the concrete basis for the re-delegation. The theme chosen for the Durban meeting is Africa Untethered – The Era of Digital Africa. There will be two sessions on Wednesday July 16th related to this theme. These will be: The rise of the African Internet Entrepreneur This session will showcase the role that African Internet entrepreneurs have played in transforming economies across the continent, from mobile payment and currency solutions to agricultural market information and healthcare and education solutions. It will also explore key trends, challenges and successes associated with Internet entrepreneurship in Africa. The session will end with facilitated audience participation and open Q&A. We hope this survey will establish a comprehensive view of current IPv6 penetration and future deployment plans for IPv6. This year’s survey is similar to those conducted in previous years (2010, 2011 and 2012), and will enable a comparison of progress. What is clear is that community participation does contribute to a better understanding of how IPv6 is being used. In 2012, 91% of the over 1,500 respondents indicated that they were interested in participating again in the 2013 survey. This survey has a maximum of 30 questions and will take about 20 minutes to complete. For those without IPv6 allocations or assignments, or have not yet deployed IPv6, the questions will be fewer in number. The survey will be open for a month and will close on 31 July 2013. Results of the IPv6 Deployment Monitoring Survey will be presented and discussed widely, with the support of your Regional Internet Registry (RIR). dot Africa Reserve Name Policy Discussions (Introduction)

Listers, Those who follow Internet Corporation for Assigned Names and Numbers (ICANN) processes, must be aware of the new generic Top Level Domains (gTLDs) initiative (http://newgtlds.icann.org/en/) Generic Top level domains (gTLDs) are names of an Internet address that identifies it generically as associated with some domain class, for example .org (for non-profit organisations, industry groups, and others), .com (commercial), etc. While ccTLDs (country code top-level domain name) identify national domicile for an address. (For instance, .ke for Kenya and .ug for Uganda.) In June 2011, ICANN's Board of Directors approved the new gTLD Guidebook and authorised the launch of the New gTLD Program. The application window opened on 12 January 2012, and ICANN received 1,930 applications for new gTLDs. Among them the geographic TLD for Africa, dotAfrica. * Dot Africa* "dotAfrica is the proposed name for the African continent's generic Top Level Domain (gTLD). It is an opportunity to forge an identity that will elevate and enhance an African digital presence"...."it is also that specific Internet namespace for Africa and will echo ongoing operation and successes of other sister community TLDs such as DotEu (DotEuropa) and DotAsia which have created a new Internet identity for their users and business who seek more regional presence without being confined within the limits of one country" The extraordinary Session of the African Union CITMC held in Johannesburg, acknowledged the benefit of the Dotafrica domain name to Africa and adopted a resolution to "Establish dot Africa as a continental Top-Level Domain for use by organisations, businesses and individuals with guidance from African Internet agencies".The AUC was therefore given the mandate from African governments to establish "dot Africa as a continental Top-Level Domain for use by organisations, businesses and individuals with guidance from African Internet Agencies" and to "set up the structure and modalities for the implementation of the dot Africa project" as provided for in the 2010 Abuja Declaration. The AUC appointed Uniforum to coordinate the ICANN application process and manage regional TLD. The dot Africa project is currently at the cusp of transition from the Application Phase to the Launch Phase until the TLD is delegated by ICANN. The dot Africa initiative aims: To sponsor, establish and operate a regional Internet namespace with global recognition and regional significance. The namespace is dedicated to the needs of the Pan-African Internet community. To reinvest surpluses in socio-technological advancement initiatives relevant to the Pan-African Internet community. To operate a successful not-for-profit initiative that is a technically sound, leading edge TLD registry for the Pan-African Internet community. This process will provide African member states and other stakeholders with the opportunity to submit reserve name lists to the dot Africa registry UNIFORUM/ZACR during the PreSunrise phase. The RNL will regulate the reservation of certain domain names prior to launch, which may be regarded as important, sensitive, offensive and/or otherwise in the general interest for the well being of the TLD. When a domain name has been entered into the RNL, the registry will ensure that the name is not made available for registration, other than through defined redemption processes as articulated in the RNL policy. The Reserve Name List Policy is now open for public comment period starting July 1st to August 1st. This comment period aims to provide an opportunity for greater stakeholder involvement in shaping the development of the dot Africa initiative and to build a shared vision and recommendations. We hope that at the end of the period we can submit comments from some Kenyan stakeholders on the policy and also begin to discuss a possible reserve name list for Kenya.
