ZACR and AfTLD MOU signing– a momentous occasion Note from the editor The Internet Corporation for Assigned Names and Numbers (ICANN) held its 24th meeting in Beijing, Republic of China. This ICANN meeting was the most well attended meeting in the history of ICANN meetings, with the numbers totalling 2600-registered participants. With that said, it was indeed a scramble to get one’s hands on the most sought after commodity at ICANN… the Gala dinner tickets. The dotAfrica team did not attend, alas. The spectacular event was held at the Great Hall of the People, Beijing. This 24th meeting was of great interest to the dotAfrica team, particularly with regard to the much-anticipatedGAC Advice, issued for the new gTLDs, and the requirements for the Trademark Clearinghouse (TMCH). Full reports on these two topics are included below. Overall, the meeting was a success for the dotAfrica team, with many people engaging us on the progress of our application, the dates for the delegation of the .africa gTLD, and so on. The spirited and very exciting debate still continues for .africa and we eagerly anticipate the completion of the initial evaluations. GAC Communiqué - GAC Advice (Alice Munyua) GAC advice on new gTLDs contained in the GAC Beijing communiqué GAC advice represents a consensus position among member states that a particular new gTLD application potentially raises sensitivities, thereby creating strong presumptions that the ICANN Board of Directors should not approve the application. The Beijing meeting Governmental Advisory Committee (GAC) communiqué issued on 11 April 2013 was an important one, as ICANN was expecting GAC Advice on new gTLDs, as defined in the Applicant Guidebook. The GAC communiqué serves as the official notification to applicants of GAC Advice and triggers a 21-day response period as per the Applicant Guidebook (Module 3.1). The guidebook states: "If the Board receives GAC Advice on new gTLDs stating that it is the consensus of the GAC that a particular application should not proceed, this will create a strong presumption for the ICANN Board that the application should not be approved. If the Board does not act in accordance with this type of advice, it must provide its rationale for not doing so." Read More 3. Trademark Clearinghouse (TMCH) - an update (Ed Pascoe) Here are some of the highlights of the meetings and discussions around the TMCH at ICANN Beijing. The pricing for the trademark holders and the ability to pay for the trademarks have been finalised. Everything else is still under development or in discussion. All the TMCH meetings were very well attended and fairly vocal. They have received lots of feedback and objections to some of the proposals so expect some of them to change. In particular IBM are still implementing email notifications of status changes. The SMD has yet to be implemented. The full strawman process is yet to be implemented. The text for rights holders’ notice of domain name registration has yet to be discussed. The TMCH will verify trademarks automatically where they have direct access to a trademark database. Otherwise the rights holder will have to submit trademark documentation. TLD is required to give 30 days’ advance notice of sunrise. It is expected that the first TLD to use the TMCH for sunrise will be .jobs. .jobs was delegated in 2005 but has recently changed its charter and has never had a sunrise period. TMCH are predicting a very short testing phase before it goes live. Some of the changes that have happened to the TMCH in the past few weeks include the following: - The claims notice period has changed from 60 days to 90 days. - The TMCH will provide brand holders with 30 days’ notice prior to the start of any sunrise period. This means that no TLD can start its sunrise without giving prior notice to the TMCH. If the TMCH does not have the resources/bandwidth to process the sunrise period, the TLD will have to delay sunrise until capacity is available. - Brandholders will be able to register up to 50 variants of their marks in the TMCH as long as those variants have been the subject of successful litigation or UDP arbitration in the past. ZACR and AfTLD MoU signing - a momentous occasion AFRICAN INTERNET COLLABORATION RECEIVES BOOST WITH "BEIJING AGREEMENT" A landmark Memorandum of Understanding (MoU) has been signed between the ZA Central Registry (ZACR) and the African Top Level Domains Organisation (AfTLD) at ICANN's 46th Public Meeting in Beijing, People's Republic of China. Dubbed the "Beijing Agreement", the MoU is the foundation of the relationship between AfTLD - the representative of African country code Top Level Domain (ccTLD) managers - and ZACR - the registry that is set to be awarded the right to operate the new dotAfrica (.africa) registry by ICANN. The agreement is a culmination of collaboration in existence since 2011 when AfTLD and its members endorsed the ZACR dotAfrica application. The agreement was signed by AfTLD President Dr Paulos Nyirenda, ZACR CEO Neil Dundas and the dotAfrica Steering Committee Chair Mohammed El Bashir. Thekey deliverable from the MOU is the allocation of a portion of dotAfrica’s surplus revenue for programmes aimed at enhancing African ccTLD capacity as administered by AfTLD. The AfTLD capacity building programme includes technical, policy and regulatory training, workshops and conferences. The investment in AfTLD’s ccTLD programme is not the only key deliverable for the ZACR dotAfrica project. East Africa: More Content Lowers Broadband Costs

This means that as a consumer of over 99% of IT content, Africa continues to incur high costs when buying broadband. This also means missing out on the benefits that come from the IT sector. Brahima Sanou, the Director of Telecommunication Development Bureau at the Geneva- based International Telecommunications Union (ITU) was recently giving the keynote speech at the regional ICT conference in Kampala. He said that the continent needs to create more content so as to benefit from the IT infrastructure it was developing. "The challenge for Africa is to create content that would add value to the population. If Africa is to benefit from broadband penetration, it should promote innovation as well as create content," he said. He added that the services that are currently manually given to the citizens would be more effective and easily accessible if automated. "No woman should pass away when giving life, because information is all around us. No epidemic should get out of hand because information was not properly disseminated yet we have over 50% mobile coverage," Sanou said, before adding, "Today ICT is not about hardware, software or GBs. It's about the people... rural persons, senior citizens. Let's give a human face to ICT." Michuki Mwangi the Regional Development Manager - Africa at the Internet Society says that East Africa needs to adopt a collective approach towards reducing the cost of broadband access. He said that the governments should take the lead and automate all services which would make it easier and cheaper for citizens. Eventually this would reduce the overall cost of broadband. "The reason we have slowed down in growing internet usage and internet penetration is because of the relevance of the content available to us. Right now the only significant benefit from the internet is social," he said. Mwangi said Africa currently has an 'Internet Transit Deficit' because the amount of content produced is lower than the amount of content it gets from outside. This makes the cost of broadband access high, because of the mismatch unless more local content is created. He told the East African Business Week on the sidelines of the conference that the solution to that bridging that deficit lies with the governments automating all services to their citizens. "The biggest content provider in Africa who is untapped is the government. Currently a lot of transactions that people carry out are with government. Between 40-60% of the activities that most businesses engage in are with government. "If all government services were therefore online, there would be a significant push on. When governments for instance make it easier for businessmen to file their returns, the compliance levels would be high and more revenue would be created," Mwangi stated. He pointed out that with mobile payments already in place, governments would benefit if they created some synergy between the two platforms. "It will be very transparent, less corruption and more revenue will be collected. So there is a clear business principal there and for the end users there would be the convenience aspect." He however says that the region should ensure that barriers to operators are eliminated to ensure that the costs remain low. According to Mwangi, the bureaucratic processes involved end up hiking the cost of putting fibre on the ground. As a result, the fibre becomes expensive when it becomes active. "In a region where the labour costs are very low, why is the cost of putting fibre on the ground very high? The regulations and policies in place make it difficult for the operators to access right of way and it becomes even tougher to put it across borders. Listers, Just googled the nominee for the ICT Secretaries post and i am a bit lost as to whether he is the right person for the job. Two things come into my mind: 1. With regional balancing Dr. Ndemo will definately not make it as principal Secretary even if he merits. For such a crucial ministry i thought we needed some continuity otherwise we might slow down or lose out on the gains we have achieved in the last couple of years, i wonder what listers think. As a public we also have an obligation to vet the nominees. 2. The nominee appears to be a governance expert as opposed to an Information and Communications Technology expert, will he inspire the ICT community to move to the next frontiers the way Kagwe, Poghisio and Ndemo did? This are some of the concerns i have whilst respecting the Presidents Choice, what do others think? Let us collect our views as an ICT community, i am willing to consolidate them and then we submit to the necessary Parliamentary Commitee. Best Regards -- Barrack O. To help inform this process, the Committee has directed staff to solicit comment on how it should address one element of the advice: safeguards applicable to broad categories of New gTLD strings. Accordingly, ICANN seeks public input on how the Board New gTLD Committee should address section IV.1.b and Annex I of the GAC Beijing Communiqué.**** Section II: Background: **** One of ICANN's key responsibilities is introducing and promoting competition in the registration of domain names, while ensuring the security and stability of the domain name system (DNS). Below are major milestones in the program leading up to the GAC Beijing Communiqué:**** - ICANN's Generic Names Supporting Organization (GNSO) begins a policy development process to consider the introduction of new gTLDs in 2005**** - The "GAC Principles Regarding New gTLDs" is presented to the ICANN Board in 2007**** - ICANN Board adopted 19 specific GNSO policy recommendations for implementing new gTLDs in 2008**** - ICANN undertakes implementation process to address stakeholder concerns, such as the protection of intellectual property and community interests, consumer protection, and DNS stability during 2008-2011. This work includes public consultations, review, and input on multiple draft versions of the Applicant Guidebook**** - The Governmental Advisory Committee (GAC) and the ICANN Board engage in intensive consultations regarding the GAC's "scorecard" advice on new gTLDs during first half of 2011**** - In June 2011, ICANN's Board of Directors approved the Guidebook incorporating most of the GAC's scorecard advice and authorized the launch of the New gTLD Program**** - ICANN opens the New gTLD application window on January 12, 2012. On June 11, 2012, ICANN reveals the 1,930 New gTLD applications received and posted them for public comment**** - On October 12, 2012, the GAC issues its Toronto Communiqué, indicating that "[t]he statements and commitments detailed in individual gTLD applications are a critical input to the GAC's work" and advised the ICANN Board "that it is necessary for all of these statements of commitment and objectives to be transformed into binding contractual commitments, subject to compliance oversight by ICANN."**** - On November 20, 2012, the GAC files and publicly posts 242 Early Warnings on individual New gTLD applications.**** - On February 5, 2013, in response to advice provided in the Toronto GAC Communiqué, the New gTLD Program Board Committee approves a public comment period on a proposed "Public Interest Commitments Specification" as a mechanism to transform application statements into binding contractual commitments, as well as to give applicants the opportunity to voluntarily submit to heightened public interest commitments. On March 6. 2013, ICANN posts the 499 PIC Specifications submitted by applicants.**** The GAC met during the ICANN Beijing Meeting and provided additional advice to the ICANN Board regarding the New gTLD program. Relevant to this public forum is Section IV.1.b of the GAC Beijing Communiqué, which states, "To reinforce existing processes for raising and addressing concerns the GAC is providing safeguard advice to apply to broad categories of strings." The safeguard advice appears in Annex I of the Beijing Communiqué. **** ICANN officially notified applicants of the publication of GAC Advice on April 18, 2013, triggering the 21-day applicant response period per the Applicant Guidebook Module 3.1. Last week, the Internet Corporation for Assigned Names and Numbers (ICANN) held its meeting in Beijing. These meetings are held in every region, and discuss emerging technical and policy issues relating to the internet. ICANN has several bodies but one of the key one and probably the most controversial is the Government Advisory Committee. Controversial because private sector, internet manager types feel that governments have nothing to do with internet management while governments feel they should be at the center of it because of public policy concerns. For a long time, ICANN has worked hard to show that its international and that there are many other governments involved in decision making and it is not only the US. Dear Ali and All We cannot be sure how the ICANN Board will respond to GAC advice on new gTLD safeguards, but comment in an video interview with Fadi Chehadé and Steve Crocker (<http://www.icann.org/en/news/press/kits/beijing46/video-post-meeting-12apr1…> <http://www.icann.org/en/news/press/kits/beijing46/video-post-meeting-12apr1…>) indicate they will put the section of the GAC communiqué on safeguards for pubic comment. This seems to be the best and correct course of action. However, I am not sure how that will impact on the time lines for delegation of new gTLDs, especially if there are differences in interpretation of GAC advice. On the safeguard advice, we must acknowledge that governments have a role to play. We expect that they would providepolicies/policy direction for the protection of users/consumersto enhance trust in online activities and indeed in the new gTLDs. If you all recall our discussions regarding online behaviour duringour elections, we all appreciate governmental role and indeed roles of all other stakeholders. It would be good if Kenyan stakeholders had a look at the safe guards being proposed and provided input if and when a public comment period is opened. The role of governments in ICANN's multistakeholder model evolved after the 2009 Affirmation of Commitments (AoC), replaced the Memorandum of Understanding between the United States Department of Commerce, providing international stakeholders, particularly governments, more say in how ICANN manages the DNS. Under the AoC, 3 review teams were created, WhoIs, Securitystability and resiliency (SSRT) and accountability andtransparency (ATRT). The first reviews teams completed theirreviews in 2012. The first ATRT provided recommendationsincluding the role and effectiveness of the Governmental Advisory Committee, public Input and public policy processes, and review mechanisms for Board decisions. Recommendation 11 and article XI of ICANN bylaws mandates that "The advice of the Governmental Advisory Committee on public policy matters shall be duly taken into account" with a view to speeding up the process. It goes further to say that if GAC and board are not able to come to an agreement, the action that the board intends to take against GAC advice would have to be adopted by majority vote (2/3) of board members. The second ATRT has started its activities and expected to deliver final recommendations by end of 2013. Our very own Fiona Asongais on this team (she was not appointed by government:-) ) Congratulations Fiona. Regarding Kenya's position on the AUC application, it has beenguided by several processes, as you have rightly pointed out, including the African ministerial summit, 2010 Abuja declaration, which provided the African Union Commission with the mandate to"establish dot Africa as a continental Top-Level Domain for use by organizations, businesses and individuals with guidance from African Internet Agencies" and "set up the structure and modalities for the implementation of the dotAfrica project" In addition, the AU heads of state summit. According to the CCK Sector Quarterly Statistical Report (2nd Quarter of 2012/13 FY) released today, the number of Internet subscribers in the country rose from 8.5million in the 1st quarter of this financial year to 9.4 million by the end of December 2012, posting an increase of 11.5%. The number of Internet subscribers increased by 75.1% compared to same period in the previous year. Mobile data/internet continued to dominate the Internet market contributing 99% of the total internet/data subscriptions in the country. Internet penetration went up by 4.3% to reach 41.1% up from 36.8% recorded during the previous period. However, the number of broadband subscribers declined to 1,002,701 from 1,006,071 posted during the previous period mainly due to a reduction in the number of fixed terrestrial broadband subscribers. The report attributes the growth in the Internet/data market segment to international internet connectivity (used) bandwidth that has continued to spiral upwards. During the quarter under review the international internet used bandwidth rose to 328,641 Mbps from 278,329 Mbps posted during the previous period, representing an increase of 18.1 percent. Meanwhile, the total number of mobile subscribers in Kenya rose to 30.7 million, representing a marginal growth of 1.0 percent from the previous quarter. As observed during the previous period, the rate of growth has slowed down as the market appears saturated and tending towards maturity. Pre-paid subscribers continued to dominate the mobile sub-sector contributing 99% of the total number of subscribers. Mobile penetration on the other hand increased to 78% during the same period up from 77.2% recorded during the first quarter. All mobile operators recorded positive growth in service subscription beside Telkom (Orange) which lost a total of 609,321 customers, representing a decline of 19.7% during the quarter under review. The number of letters sent locally declined by 2.0 percent to reach 17.3 million down from 17.7 million letters sent during the previous period. Compared to the same period of the previous year, a decline of 11.8 percent was recorded. The number of international incoming letters grew by 20.9 percent during the period to reach 191,672 letters from 158,549 received during the previous period. Similarly international outgoing letters reached 1.9 million from 1.6 million during the previous period, representing 18.1 percent increase. The full report is attached. The visit included presentations to the Business Leaders including meetings with CEOs of some of their leading companies, (including publicly listed Gracekennedy), visits to their university campus, meetings with the software developer groups including sitting through presentations by applications developers and an evening at the national stadium to watch the Technology Univeristy track and field games. (Incidentally the story of their athletics development is another story on its own, considering that Mona Campus hosts Usain Bolt's training track and the schools is developing a sports science and sports management degree). Jamaica GDP per capita 9100usd. Kenya 1200usd. Country feels and looks like Kenya in the 80s. One marked thing was the university students ability to articulate suggested that their English language instruction was very good and the University student lecturer relationship was very respectful. The quality of technical skills seemed very high, our developers see, a lot more business savvy from most of the tech fests I have attended here. We agreed to conclude partnership that would allow us to expose our developer community to theirs and vice versa. They have a deep interest in Kenyan developers and entrepreneurs who's have mobile application experience because they are just finalizing their regulations to allow mobile payments. It was an eye opener with respect to where opportunity may lie. The deadline for applications is 15 April 2013. **The Programme** The programme offers 25 places in each class for professionals from diverse stakeholder backgrounds in the fields of Internet technology, governance, and policy. All courses are open to individuals from around the world. The programme will be conducted entirely online. [Business Daily] Internet governance agency picks six to represent Africa 10 April, 2013 By Okuttah Mark Africa’s participation in the governance of Internet is bound to increase with the appointment of six representatives from the continent to Internet Corporation for Assigned Names and Numbers (ICANN). ICANN is the organisation responsible for coordination of the global Internet addresses, stability and security. However, Africa’s representation in the institution has been poor, denying the continent representation and policymakers’ input. This is now set to change following ICANN President Fadi Chehadé’s announcement it would change its approach and reach out to countries by scouting for representatives instead of waiting for these countries to approach them. “ICANN used to say if you want to participate in the Internet governance come to ICANN,” said Mr Chehadé. “We’ve changed that, now ICANN is coming to the stakeholders. We’re not waiting for you to come. We’re coming to you.” He made the remarks during the Africa multi-stakeholder Internet governance meeting in Addis Ababa, Ethiopia. The two-day meeting drew Internet leaders from the continent. “We will have ICANN staff, at least one, in each of the six regions of Africa. North, South, East, West, Central and the Indian Ocean,” said Mr Chehadé. “I want African on-ramps into the ICANN structures. I will give you the on-ramps, but you need to climb them.” Previously ICANN had left participation open to any interested person, a model that only worked best for commercial stakeholders with businesses built on the domain name system that curtailed a sustained volunteer participation by public interest civil society, which was never addressed because there was no one to fund the “volunteer”. Alex Gakuru, who has served as elected Africa’s representative at ICANN’s non-commercial users constituency from 2009 to 2011 and currently regional co-ordinator for Africa at Creative Commons, said it would be important to find out what interests the six will represent by broadly classifying them as either civil society, technical, commercial and/or governments, given that Africa’s civil society presence at ICANN had been minimalist. “It will be interesting to see if this new ICANN initiative will speak to this reality on its stated multi-stakeholders embrace of Africa,” said Mr Gakuru. http://www.businessdailyafrica.com/Internet-governance-agency-picks-six-to-… enjoy!

I think the best way is to explore if the copper lines can be used with new technologies (especially in remote areas) even as we adopt new technologies. Ethiopia and Tunisia deliver high speed data over wireline while here in Kenya we have allowed France Telecom who have management of Telkom Kenya to basically neglect and "throw away" our copper plant - and yet it could be the basis for providing affordable high speed access to hundreds of thousands. The new government *must* review this counterproductive "strategic investment" from France. Preferably show them the door and let us rebuild our national carrier. When Kenyan presidential candidate Raila Odinga graciously conceded<http://www.africanewspost.com/2013/03/raila-odinga-concedes-defeat-video.ht…> to his opponent, incumbent Uhuru Kenyatta, during a Saturday television broadcast that followed a long court battle, the country breathed a sigh of relief. Fears that Kenya would spiral into crisis, as it did after the 2007 presidential elections, had not materialized. In marked contrast to the terrible violence of the last time, this post-electoral transfer of power was, with the exception of isolated incidents, peaceful. In the headquarters of non-profit tech company Ushahidi's<http://www.ushahidi.com/> Nairobi headquarters, a group of volunteers and tech professionals congratulated themselves. They had spent years working on software that would track incidences of crimes and unrest that occurred as a result of the election — and forming partnerships to get that information into the right hands. They believe that their efforts provided Kenyans with an important tool that helped realize their wish for peaceful elections. But technology alone was not the reason for peaceful elections in Kenya. "Kenyans wanted peace," said Elliott Wilkes, Kenya technical adviser at Mercy Corps <http://www.mercycorps.org/>, who worked with Ushahidi to monitor the 2013 elections. The technological tools created by Ushahidi and its partners, explained Wilkes, helped them achieve the goal of peaceful elections — but they were not necessarily the deciding factor. Significant role of community engagement Technology played a minor role in the 2007 and 2008 elections, when claims of vote-rigging stirred old tribal rivalries and led to widespread violence<http://en.wikipedia.org/wiki/2007%E2%80%9308_Kenyan_crisis>. This year, however, it was a hallmark of the democratic process. Private sector initiatives like Ushahidi's 2013 election-monitoring process, Uchaguzi <https://uchaguzi.co.ke/> (Swahili for "choice" or "elections"), involved a large network of groups reporting crime and other election-related hang-ups, mapping them online using Ushahidi software and then reporting them to the proper authorities. According to Daudi Were, Ushahidi's lead on the Uchaguzi project, there was a significant increase in community engagement this time around, compared to 2007. While he did not cite specific numbers, Were said, "We are happy that people were engaged. I'm not sure if we were surprised about it, we expected a lot of engagement and you know the good thing about Uchaguzi is it meets you where you are." Meanwhile, the government created the Independent Electoral and Boundaries Commission (IEBC) <http://vote.iebc.or.ke/> to implement a raft of new technologies aimed at ensuring vote counts were legitimate. The IEBC introduced a biometric data system that kept track of voter ID photos and other individualized information. The goal was to prevent people from voting twice or from using the names of deceased or non-existent people to cast a ballot, as some claimed happened in 2007. It also planned to have constituencies submit votes electronically for the first time this year. Technology played an important role this election, and Kenya, once again, showed itself to be a leader in tech promotion, said Wilkes. Uchaguzi is probably the most important case study of a technology platform that made grassroots efforts more efficient and effective. In the weeks and months heading into the elections, the staff established partnerships with the IEBC, the Red Cross, the police and various first responders. By the time election season began, they were a known entity with high credibility. Rather than have ordinary citizens try to contact the authorities themselves to lodge complaints, Uchaguzi provided them with a single contact point for all issues, ranging from outbreaks of violence to polling booth irregularities. Complaints and concerns were submitted via the website, SMS, phone or email, with Uchaguzi's volunteers trained in the methodology of verifying complaints and then referring them to the appropriate authorities. Thus the NGO workers helped prevent the overload and chaos that stymied emergency response to the 2007-8 violence. "Uchaguzi tries to collect as much data from as many people as possible," explained Duade Were. "Once you establish the information as credible, then you escalate to the organization you know that’s responsible for that response. If it’s a law enforcement issue, we take it to the police, if it’s an electoral issue, we take it to the IEBC. If it’s something that requires first responders, we take it to a partner such as the Red Cross." Marrying technology to grassroots engagement Amongst the experts interviewed for this article, there is wide agreement that by mapping the verified complaints, Uchaguzi was able to pre-empt those who might have made exaggerated claims in order to stir up trouble, as happened in 2007-8. This time, more people were aware there was visual proof of what was going on. And since mobile and Internet access is quite widespread in Kenya, it was easy to share the map, which also provided a forum for constructive engagement. Thus the Internet went a long way toward increasing transparency, which in turn played an important role in preventing a recurrence of violence. Mercy Corps and others confirm that old-fashioned grassroots efforts are what provided the groundwork for a peaceful outcome, while technology was a useful tool that helped further that goal. Grassroots initiatives included face-to-face engagement with community leaders and the deployment of volunteer monitors to be physically present in voting constituencies on the day of the elections. The NGOs also invested effort in nurturing long-standing partnerships with a large cross-section of groups. But the IEBC electronic poll books that housed voters' biometric data suffered widespread technical failures<http://themonsterradio.com/iebc-machines-break-down/> on election day, leading the commission to ditch them altogether. The failure of the biometric voter identification system did provide Odinga with credible reason tochallenge the results<http://www.upi.com/Top_News/Special/2013/03/28/Odinga-upbeat-as-challenge-e…>, but the IEBC insisted the system was always intended to supplement old-fashioned vote counts, rather than replacing them. While some Kenyans said they were left feeling disillusioned with the electoral process, nearly everyone interviewed for this article, including Odinga supporters, seemed to believe the voting results were credible. Since Kenyatta received more than 50 percent of the vote, the country was able to avoid a potentially divisive runoff election. Perhaps most importantly, Odinga challenged the results in the court system, rather than on the street, and heaccepted the court's decision calmly<http://articles.timesofindia.indiatimes.com/2013-03-30/rest-of-world/381451…> . Grassroots efforts also proved valuable when Ushahidi had to shut down an alert system, when a glitch caused it to send and resend similar alerts. Because people knew about the scope and scale of the Uchaguzi project ahead of time, this one technical failure did not cause citizens to lose faith in the platform altogether, according to its founders. And while election day saw about 15 people killed <http://in.reuters.com/article/2013/03/04/kenya-elections-idINDEE9230CE20130…>in isolated skirmishes on the coast, there were no other major violent events. "They say that technology is only 10 percent of the story — a very important 10 percent — yet if all these other things are required for proper deployment, that's what we've been working on," said Daudi Were. As Sara Jerving reported <http://techpresident.com/news/wegov/23455/digital-initiatives-aim-foster-tr…>for techPresident in February, technology was supplemented by creative engagement projects, such as street theater aimed at raising awareness about violence and its causes in Kibera, a sprawling Nairobi slum that was a hotbed of internecine violence in 2007-8. Streamlining communication In 2007-8 the government did deploy security forces to quell criminal activity, even as neighborhood watch groups formed to supplement police efforts. But back then there was little cohesion or coordination between the putative peace makers. Meanwhile tech platforms like Ushahidi's crowd-mapping efforts were disorganized and still in their most nascent stages. "One of the key challenges in 2007 was that everything was so fragmented. Everyone was doing their own thing, there weren't really any collective efforts taking place," said Were. He said that Ushahidi's goal during these elections was to correct the big gaps in communication and bring all interested parties together on one platform so they could benefit from one another's efforts. Were said: "It's always hard to measure something that didn't happen, but the fact that we didn't have a big humanitarian, a big security crisis this time I think speaks to the partnerships that were developed and how effective they were in working together." A report<http://blog.ushahidi.com/2013/03/19/released-ihub-researchs-uchaguzi-monito…> by a research team at Nairobi's iHub <http://ihub.co.ke/pages/home.php> showed just how much Ushahidi used scale to its advantage this time around. It contacted at least half a dozen aid agencies and NGOs ahead of time to serve as on-the-ground foot soldiers during the elections. Aid and NGO workers sent in reports to a team of more than 200 trained volunteers at the Uchaguzi situation room in Nairobi and also served as eyewitnesses to verify almost 5,000 reports sent in by regular citizens via SMS or email. Complaints ran the gamut from logistical problems at polling stations to concerns about potential outbreaks of violence. Another group was deployed to geo-locate the report and map it, while a team of translators ensured that those who could not speak English were heard, too. A technology team kept the servers from crashing and fixed unexpected glitches when they occurred. An analysis and research team then filtered the raw data into a visually appealing and useful form and other volunteers reported violence, crime, hate speech and logistical issues to authorities as needed. "Civil society enlightens citizen(s) on their rights and responsibilities while the technology community develops tools to ease daily life processes. Bringing the two together for an election-monitoring project amplified citizens' voices, enabling the world to gauge the Kenyan election atmosphere and mood of the nation," the report said. Increased credibility of government institutions But private-sector efforts, such as Uchaguzi, are not the only ways technology was used to advance Kenya's election process. While it is unclear exactly why the IEBC's technology efforts failed during the elections, experts say the fact that Kenya invested significant effort in modernizing its election process is a big deal. For ordinary citizens, seeing that their government was committed to transparency went a long way toward increasing the trust they placed in their institutions. The government also invested major effort over the past few years in restoring the credibility of the courts and police. The payoff was illustrated on March 30, when the Supreme Court handed down its decision about the election results. On Twitter, Kenyan 'netizens talked about remaining peaceful, with many saying they had voted for Odinga, but now supported Kenyatta because he had legitimately been elected president. "Only five years ago, Raila and many Kenyans rightly regarded the courts as corrupt. The courts were also regarded as handmaidens of the government of the day," said James Gathii, a law professor at Loyola University<http://www.luc.edu/law/faculty/fulltime/gathii.html>, who is writing a book on the Kenyan judiciary and is also a native Kenyan. Listers, Now that the dust has settled its time to get back to work, as a country we have had numerous interventions to bring computers to schools, most of this have been based on public private partnerships. However we have had mixed outcomes with regards to the success and failure of the initiatives, i am not sure whether we have an information resource on the success stories or failure that we can learn from, none the less: 1.
