Fiy as kenyans keep rushing to courts for court orders, the region and the world moves "ahead" Tanzania will start today to switch off analogue broadcasting, whereby Dar es Salaam region will be the first to enter into digital broadcasting system at 11.59 PM. According to the statement issued by Ministry of Communication, Science and Technology, the first region to switch off analogue broadcasting system will be Dar es Salaam, which will switch off today. The second regions will be Dodoma and Tanga which will switch off analogue broadcasting in January 31, 2013. On 28 February 2013, the analogue broadcasting system will shut down in Mwanza, while Moshi and Arusha will follow on March 31 and April 30, 2013 will see the switch off in the Mbeya region. The digital broadcasting infrastructures has been made to regions which will be the first to enter into digital broadcasting system, while others have to wait until infrastructures are ready. The Tanzania Communication Regulatory Authority (TCRA) has insisted that the changing in broadcasting systems from analogue to digital will be conducted smoothly and to avoid inconveniences to people in the country.

Kenya IGF: Planning

Dear listers and fellow IGF stakeholders, Firstly, I would like to extend my appreciation to the organisers of last year's Kenya IGF. The meeting was indeed a success and we witnessed in the Kenya IGF and in subsequent meetings, how discussions and outcomes regarding the World Conference on International Telecommunications (WCIT) forged the policy position for the Kenyan delegation to Dubai. We hope in this year's Kenya IGF, more can be accomplished. As you are all aware this year the ISOC Kenyan chapter will be planning, hosting and co-ordinating the local IGF. The event is slotted for the month of May. Because the IGF is a multi-stakeholder meeting, as such I believe stakeholders should be consulted in the planning and preparation of such an important meeting. Indeed as the chapter, we've just barely began the ground work and we'll need all the necessary inputs from the wider stakeholder community to properly plan and execute the meeting. I would like to suggest a first meet up in the second week of March (11th - 16th). I have no qualms hosting the meeting at the iHub (coffee would be on me :) but I'll leave the stakeholders to agree on what date and time best suits them. Let me know what works for you. I'll also work with fellow organisers to draft an agenda and circulate it in the list before the first meet up. I welcome your contributions to this discussion. Kind Regards, Paul Muchene.

It is a community of entrepreneurs and innovators; thinkers and doers; artists and activists; darers and dreamers; and everyday individuals. Have a voice. Play your part. Join the Chapter community actively. A Chapter’s membership is, without question, its most valuable asset. Some Chapters thrive by recruiting large numbers of members; others work better with a smaller, more focused group. For a Chapter to be successful in its mission, it is important to have members who are active and engaged in the Chapter’s activities. In addition to attending meetings, activities can include: developing content (such as topical brochures or special websites) creating special interest groups, building sponsorship programmes contributing to mailing lists, and many other forms of support. As a Chapter leader, you and your board should think carefully about how the Chapter’s charter will determine what type of members you will need to recruit and how to go about recruiting them. It is important that your Chapter always be attracting new members. Remember, though, that while having a few hundred members may seem ideal, managing that many members will require additional resources. Similarly, too few members might make it too easy for your Chapter to lose momentum. While growing membership is one important sign of a Chapter’s health and vitality, merely having a long list of people who have expressed interest after attending one or more meetings will not necessarily help you achieve your goals. Kukubo Exits ICT Board, Heading to Rwanda

After serving two terms as Chief Executive Officer of the Kenya ICT Board, Paul Kukubo will be leaving his post come July 2013,marking the end of his second three-year contract. Since taking office in August 2007 as founding CEO, Kukubo has effectively managed the board's functions by promoting and facilitating the development of information and communication technology products and services as well as extending counsel to the government on matters pertaining to the development, coordination and promotion of information and communications technology industries in the country. In the six years, Kukubo's efforts to grow the local ICT market as well as promote Kenya as an ICT investment destination saw Kenya successfully promoted both locally and internationally as an ideal ICT investment destination and he continues to be a great asset to the board and the country. Kukubo is expected to assume office in July as the Chief Executive Officer of the East Africa Exchange (EAX) in Rwanda. EAX Rwanda is the first part of a regional exchange intended to increase transparency in the region's commodity markets.

Dear Paul, Many thanks for this, indeed it is a step in the right direction my only concern is that we still have some self styled consultants and brokers at Sheria house at the name searches area which begs the question as to whether we are heading towards digital empowerement, is it just resistance to change or is this a sign of mwanainchi not plugging in? Why cant we have basic services like name search for companies going online? . On another note i find the document to be very high level and i doubt whether the common man would easily plug in , yet i understand that 70% of the local populace is Jua Kali, how do we get them to plug in ? i write this from the point of each Kenyan having a role in the success of Vision 2013, any other lister who may be in the know can also enlighten me. It is a bold affirmation on Kenya's steps as an ICT super power. I had the opportunity to share a copy of the Master Plan with Young Leaders at Kawangware who did not have the opportunity to sit in the presentations. The first question I was asked was " Is KONZA City a city or a place that Kenya has bought in another country and what is it for? Inasmuch as this observation may not be too far fetched since the other day some foreign governments were taking over land for food production for their country in Kenya, I beg for HELP here! Our fore fathers spoke of the knowledge divide which they candidly called "ujinga". There is all the indication here that we continue to propagate it - perhaps by default. Pillar 1 of the Master Plan is elaborate on bridging the infrastructural divide. Our Senior Citizens battle with colonists and for supremacy was on land. For Generation Y, it will be about the ICT conversant and hopefully created millionaires versus the potentially ignorant masses. The later calls for nationwide attention otherwise the national gains may be easily stifled or reversed as we increase the social imbalance of the rich-poor and have a wider population relying on social services due to among other things skills mismatch, lack completely or simply kukosa kujua! I suspect we have a whole Community here that has the capacity (in know-how, experience, understanding) to engage in a substantial debate on the CONTENT of the Cybersecurity Masterplan and thus safeguard the integrity of the internet to the masses. Certainly if the internet is viewed as unsafe or not adequately secured, that would limit its value to society and thus the vision of internet champions such as ISOC. Listers, Politics aside , i have been following the recent developements where CCK shut down a couple of transmitters for one of the leading broadcasters, on the flipside the said broadcaster has played a crucial role in ensuring the unreached masses are informed and educated something akin to Universal Access, i stand to be corrected but i think CCK has failed miserably in implementing Universal Access (i stand to be corrected on this list). What the said broadcaster did can only be compared to how Mpesa was implemented a case where the law delays or drags its feet or is implemented selectively. My question however is what is the role of the frequency spectrum in so far as socio - economic developement is concerned and what is the criteria for allocating the same? is there special consideration for underserved areas?
