Does online surveillance concern you and your colleagues? These are important IG issues. Learning more about IG will help you understand these personal and professional issues, and what can and should be done about them. Net neutrality? Privacy in online storage? Guidelines for cross-border Internet issues? How can regulators enhance and protect without interfering with the innovative principles that are the core of the Internet? The 10-week Introduction to Internet Governance online course introduces IG policy and covers main issues, including Infrastructure and Standardisation, Legal, Economic, Sociocultural, and Development aspects, and a section on IG processes and actors. The course covers broadband policy; management of domain names and IP addresses, including the transition from IPv4 to IPv6; network neutrality; jurisdiction, intellectual property rights, open source and piracy; privacy protection; data security and cybersecurity; child protection; human rights; content management; digital signatures; emerging issues such as policies related to social networks and cloud computing, and more, with space for regional and other issues raised by the participants. Reading materials and tools for online interaction are provided through an online classroom. Each week, participants read the provided lecture texts, adding comments, references, and questions in the form of hypertext entries. The tutor and other participants read and respond to these entries, creating interaction based on the lecture text. During the week, participants complete additional online activities (e.g. further discussion via blogs or forums or quizzes). At the end of the week, participants and tutors meet online in a chat room to discuss the week’s topic. Courses are based on a collaborative approach to learning, involving a high level of interaction. This course requires a minimum of eight to ten hours of study time per week. The course materials, the e-learning platform, and the working language of the course is English. Applicants should consider whether their reading and writing skills in English are sufficient to follow postgraduate level materials and discussion. Spanish, Portuguese, and French options may be offered. Please request more information if you are interested in a second language option. In addition to English-speaking groups, bilingual groups may be formed for the course, having English as the primary language, and either Arabic, French, Spanish, or Portuguese as the secondary language for communication and interaction. This option will be offered depending on the needs of the applicants. Applicants to the bilingual groups (if offered) are asked to note that both languages are considered working languages within these groups. Reading and writing skills in English must be sufficient to understand learning materials and instructions, and for basic communication and interaction. Participants are invited to join Diplo’s global Internet governance online community of over 1,400 members, and to attend monthly webinars and other IG-related events and activities. *Prerequistes:* Applicants for the *certificate course* must have: - Basic IG knowledge and/or experience of the multistakeholder approach in international affairs; - Sufficient ability in the English language to undertake postgraduate level studies (including reading academic texts, discussing complex concepts with other course participants, and submitting written essay assignments). - Fluency in the second language for the applicants to any of the bilingual groups (if offered); - Regular access to the Internet (dial-up connection is sufficient, although broadband is preferable); - A minimum of 8-10 hours commitment per week, and the readiness to participate in class online sessions (once a week at specified times). In addition to the above, applicants for the *accredited course* must also meet University of Malta prerequisites: - Bachelor's degree in a relevant subject with at least Second Class Honours. - Proof of English language proficiency obtained within the last two years (minimum requirements TOEFL: paper-based – 650; Internet-based – 95. IELTS: 6.5. Cambridge: Proficiency Certificate with Grade C or better). The ISOC Board conducted a very thorough search over 10 months to find the best candidate to lead the Internet Society. Through our search process, we identified and met with talented people from around the globe representing leaders from our broad Internet community and across a large number of industries. The Internet is facing many new challenges ranging from the NSA pervasive surveillance, how the governance of the Internet should be structured, and if the current open Internet model is sustainable. The Board looked for a person who can lead the Internet Society to meet these challenges and decided that Kathy Brown is the person to do that. She is a proven leader with in-depth knowledge of global Internet governance policy; well acquainted with the community, commercial, technical, government, and non-government organizations that are stakeholders in the debate around the future of the Internet; and a strong manager. She has all of the qualities we were looking for in the next CEO of the Internet Society. Kathy joins the Internet Society from global strategy firm Albright Stonebridge Group, where she was a senior advisor. For more than a decade prior, Kathy was Senior Vice President for Policy Development and Corporate Responsibility at Verizon. In that role, she helped Verizon identify and navigate emerging digital issues and led its global corporate responsibility initiatives, overseeing an investment of more than $60 million a year in programs and grants that helped support Internet development. In 2010 she partnered with ISOC to launch a highly successful forum on the Internet and higher education in East Africa. In addition, she served on Verizon's corporate councils for the development of the company's online privacy and content policies and promoted Verizon's Human Rights Statement and Supplier Code of Conduct. In her policy role at Verizon, she led the company's international public policy engagement through a period of dynamic change. She represented the company in the successful adoption by the OECD of principles for Internet policy making and was a member of the U.S. delegation to the ITU World Conference on International Telecommunications treaty negotiations. Kathy joined Verizon from Washington D.C. law firm Wilmer, Cutler & Pickering, where she was a partner specializing in legal and regulatory communications policy. Earlier in her career, Kathy served in U.S. President Clinton’s Administration where she was deeply involved in policy development that was instrumental to the deployment and adoption of the global Internet. She served as Head of the Office of Policy and Development at the National Telecommunications Information Administration and then as Chief of Staff to Federal Communications Commission Chairman William E. Kennard. At the FCC, she managed the staff supporting Chairman Kennard's historic decision to keep the Internet unregulated, to fund the E-rate, and to increase radio spectrum availability to fuel wireless technology innovation. Before moving to Washington D.C., Kathy held senior roles for 15 years in government service in New York. Kathy will start on January 1 and be based in the Internet Society’s Reston office. In February 2013, Internet Society CEO Lynn St. Amour announced her decision to step down at the end of her contract. Since joining the Internet Society in 1998 and at the helm since 2001, Lynn has worked tirelessly and passionately to establish the Internet Society as an internationally respected expert on Internet governance, and technical, development, and policy issues. Good morning Listers Further to the announcement we made last Friday, we now commence this one week discussion on the African Union Convention on Cyber Security(AUCC)http://pages.au.int/sites/default/files/AU%20Cybersecurity%20… on multiple lists of KICTANet and ISOC-KE, in Kenya and on I-Network list moderated by the Collaboration on International ICT Policy in East and Southern Africa (CIPESA) and ISOC -Uganda. Background to the African Union Convention on Cyber Security (AUCC) African Union (AU) convention (52 page document) seeks to intensify the fight against cybercrime across Africa in light of increase in cybercrime, and a lack of mastery of security risks by African countries. Further, that one challenge for African countries is lack of technological security adequate enough to prevent and effectively control technological and informational risks. As such “African States are in dire need of innovative criminal policy strategies that embody States, societal and technical responses to create a credible legal climate for cyber security”. The Convention establishes a framework for cybersecurity in Africa “through organisation of electronic transactions, protection of personal data, promotion of cyber security, e-governance and combating cybercrime” (Conceptual framework). As an additional reference to the earlier ones, please find attached a letter that was sent to the AU by the Center for Intellectual Property and Information Technology law and Strathmore University school of law. We begin the discussion with Part 1 on Electronic transactions. Today, we will discuss two out of four articles from this section. Section III: Publicity by electronic means Article I – 7: Without prejudice to Article I-4 any advertising action, irrespective of its form, accessible through online communication service, shall be clearly identified as such. It shall clearly identify the individual or corporate body on behalf of whom it is undertaken. Question: Should net anonymity be legislated? If so, what measures need to be or not be considered? Question: Should individuals or companies be obliged to reveal their identities and what are the implications? Article I – 8: The conditions governing the possibility of promotional offers as well as the conditions for participating in promotional competitions or games where such offers, competitions or games are electronically disseminated, shall be clearly spelt out and easily accessible. Question: Should an international (or should we call it regional) law legislate on promotional offers and competitions offered locally? Over to you Listers. Listers The Snowden revelations have blurred a crucial boundary between the U.S. private sector and its government, dealing a heavy blow to one of the fundamental precincts of Internet Governance. There remains a fundamental question to which we however have no clear answer: if the U.S. gives up its leadership of governing and operating key parts of the Internet, what would take its place? Is there an equivalent to some macro governance by multilateral agencies akin to the Security Council/the G-20/the United Nations combined with each country managing the micro governance through its own “visa” rules for crossing its borders? As netizens we must all contribute to ensuring a new paradigm for Internet Governance because Balkanization is not the answer. One of the answers I believe is to strengthen the Global Multi-Stakeholder framework because one thing is clear: if we leave it to the Governments of the World one of the most fundamental principles of the Internet - border less interactions - will be destroyed within a forepaw short years. http://globalpublicsquare.blogs.cnn.com/2013/12/02/the-end-of-the-world-wid…!
