Listers FYI, Below an extract from the attached document from European Commission with regards to the debates around ITU, ETNO and WCIT : Very clear positioning : (1) The overarching objective of the European Union in relation to the WCIT is to ensure that any amendment to the International Telecommunications Regulations (ITRs) shall contribute to the development of the information society for the benefit of all citizens and telecommunications users world-wide, and users in the European Union in particular and comply with the Union’s acquis and policy. (2) The European Union shall take the following position on proposals for decisions by the WCIT at its meeting in Dubai between 3rd and 14th December 2012 and any related preparatory meetings: (a) Do not support any proposals that conflict with the EU acquis, or introduce obligations on operators which go beyond those already provided for under the EU acquis; (b) Support proposals that respect the sovereignty of ITU member states and in particular recognise those areas that are a national matter such as cybercrime, content, national security and defence. (c) Support proposals that seek to ensure that the revised ITRs remain high level, strategic and technology neutral and oppose proposals to make ITU recommendations binding on ITU member states and operating agencies;; (d) Support any proposals to maintain the current scope of the ITRs and the current mandate of the ITU, oppose any proposals to extend the scope to areas such as the routing of Internetbased traffic, content-related issues; (e) Support proposals to respect human rights in relation to international telecommunications, support proposals to respect privacy and personal data protection in relation to personal data and communications (subject to 2(a) above) (f) Support measures to promote greater international cooperation in relation to the security of networks used for international telecommunications traffic; (g) Support pro-competitive measures intended to help achieve lower prices, and greater transparency on prices, for international telecommunications traffic, based on commercial negotiations in a free and fair marketplace; (h) Do not support proposals to establish, within the ITU, mechanisms to settle disputes between operators as such mechanisms are not necessary;; (i) Support proposals that ensure that maritime communications can be charged in an economically efficient way. In order to make (2) (a) above explicit, EU agreement to any final outcome should be explicitly conditional on the submission of a formal statement by the EU to other participants regarding the applicability of EU regulatory provisions, as follows: “In signing the Final Acts of the World Conference on International Telecommunications (Dubai, 2012), the Delegations of the Member States of the European Union declare that these States will apply the International Telecommunication Regulations in accordance with their obligations under the Treaty establishing the European Union.”. Dear Charles Colleagues, I think we should shift our mindsets from people to activities and issues. I have refrained from engaging in any such debates and have been told that my silence is raising concern and i would like to point out the following. That we should aquaint ourselves with the Internet Societies Mission, Vision and objectives http://www.internetsociety.org/. All our activities should be geared towards shaping the future of the Internet. You all realise that there are a myriad of issues when it comes to shaping the future of the Internet, some will require techies and some will require activists, it is upon members to know where they belong and to respect each other, advocates and activists should not misconstrue the silence of techies to mean they are not active or disinterested, there is a time and a season for every skillset. On another note i would propose that we all get acquainted with our bylaws which are on the mailing list as approved by the Internet Society it is important that we respect the governance structures being formed, at the same time those priviledged to be in leadership positions should be carefull to exercise their responsibilities with diligence and respect for other members in our quest for one internet for all, we must strive to be mentors to each other and encourage the faint hearted to come along. It is imperative that we also understand group dynamics since we are not from the same village, some have to go uphill everymorning some have to go downhill whereas others are stationary which explains the way we react to issues. Finally let us focus on sprucing up our strategic plan so that we may take advantage of the synergies we have , many thanks Ronald for taking a lead on Research and Paul for taking a lead on IPv6, i also commend those who have been active in commenting on public policy issues, let us keep the fire burning and ensure that the Internet is for everyone. As i close i wish to thank Anne Gatende and QNET for sponsoring a venue for our meetings, Phares Kariuki for hosting our mailing list, the I-Hub for always providing a meeting venue whenever we have events, Liz for your consistency in running our Secretariat, Mark Misiko for your consistency in running our facebook page which has 311 members, Charles Oloo for maintaining our website and many others whom i have not acknowledged but who continue to play crucial roles in the Internet Society Kenya Chapter. Dear Listers @Kelvin, @Liz, @Ronald, @Wangare. Thanks for the elated discussions. This is very encouraging. @Kelvin, thanks for reconsidering your position and willingness to avail more time to play a lead role in the chapter activities. That is the main constrain. It is unfortunate that we have many members but only few are volunteering actively. However, the chapter, with the few active volunteers, continues to lay down strategies to operationalize chapter activities. Some of these strategies were adopted in the last meeting. It would be a disservice to the chapter, for a meeting to pass a resolution, to assist the chapter move forward, and later a member who knew about the meeting and never attended, brings in another dimension that overrides the agenda that was passed. This tends to bog people down, cause discouragement and therefore causes delays in achieving chapters plans. It would be vital to follow developments and activities and also participate, seek appraisal and clarity on unclear issues and the goings on, so that we don’t create bottlenecks, but be part of the growth. Let us be consistent, otherwise we might play towards no goal at all, and take too long to even achieve the simplest tasks. It appears that, the key agenda will be Outreach and recruitment of passionate volunteers who would add value by actively participating in chapter activities, rather than passive membership. These are the resources that are necessary to drive the chapter forward. There is so much in store for the chapter to accomplish. We need to operate in a structured manner, both contributions and suggestions should be filed in during the request/call time. When time passes, further contributions should be taken forward, otherwise we can spend a whole century discussion and at the end achieve nothing. I think we need to operationalize the adopted workplan. We should do so in the next meeting. Let us continue with the contributions will be compiled for consideration for inclusion in the document for the final adoption. It is time that we also make efforts to for internet access during meeting to make it possible for remote participation. Listers, As tasked by members, captured by minutes (MIN05/16/06/2012) posted by ISOC-KE secretary, to lead Training / Capacity Building programme, I write to seek members' views on their expectations in this regard. As you are also aware the Internet ecosystem being multifaceted, our training demands cut across layers of interests. We need a comprehensive training agenda that shall enable us drive ISOC global case as strengthened by our chapter bylaws. Members who are keen on strengthening this capacity building programme to actively come forth and join the team. Capacity building is our members' priority and a collaborative approach shall enable us case our agenda in a more conclusive manner. Remember we shall achieve our goals and elevate our credibility when we expand our membership with technology experts and individuals rich in knowledge about Internet policy, technology, education and cultural values. Kindly help me answer the following questions in regards to our training needs; (i) What level of training(s) do we need given that our members (and potential ones) has varied ability in technology depth? (ii) How many training tracks do we need to focus on given that the Internet has infrastructural design, support, governance, entrepreneurship and development issues to consider? (iii) How do we need to conduct our trainings? Do we need to adopt rotational approach in terms of venues i.e. change training locations? (iv) How many capacity building events do we need in a year? (v) What type of capacity building meetings do we need in our calendar of events? Workshops? Conferences? Seminars? Campaign Awareness? Exhibitions? Don't we need to agree that we must be sensitive to the following? (i) Internet is free for all. How do we strengthen participation for all (including physically impaired persons) in internet issues through capacity building initiatives? (ii) Our potential catch space has illiteracy challenges that delimit their activated participation in Internet issues. How do we blend our capacity building agenda to envelope interests of purely (to be precise technology) illiterate masses? (iii) Digital Gender Gap (or Gender Digital Gap?) is still a visible ache within our participating population. How do we create a strong balance within gender participation in Internet issues through our capacity building plan? (iv) There is skewed infrastructural penetration in Telco networks with bandwidth headache as potential letdown. How do we enfold masses that members these geographical statistics as we plan our capacity building agenda? (v) The Internet ecosystem lists members of various age groups (from kindergarten age to nonagenarians). What capacity building plan do we enlist for specific age groups as it is clear their interests are not the same? (vi) The Internet popularly survives on UN languages. Do we need to domesticate our training contents to incorporate our local dialects? Do we need the likes of my grandpa in the village to be Internet Evangelists (Ambassadors)? (vii) The Internet is still etched in mindset of bigger population that it is an imported product (foreign concept) and a preserve for the elites. Don't we agree that our capacity building approach need to consider diluting this standpoint? How? (viii) At the end of the day, the consumer operational power comes into play i.e. the costs of acquiring equipments, applications, licensing, tax etc is pretty high. How do we make our consumer market be functional operators? How do we motivate the willing but 'weak' masses in continuing with what we have build in terms of training? (ix) And the list continues................... These are some few simple lines that we need to consider while we draft our capacity building work plan. May your contribution make it flow! Regards. Based on the feedback gathered as regards the choice of topic, it is resolved that most members favor the topic: *Open data for the welfare and empowerment of marginalized groups and communities (e.g. data for small farmers)* Having agreed on the research area, we now need to immediately start work by choosing a case study in the assigned area, effectively become our topic….suggestions are welcome before Monday because time is limited. In the meantime as we forge ahead order, members are hereby assigned the following roles in formulating the concept paper that we shall be reviewing by 1st September (next week Saturday ):…so please kindly create time and dedicate some hours daily to work on this. *Task 1:** * - Abstract - Background and Justification (including a brief description of the open data initiative, governance issues to be studied and expected outcomes and impacts) -Research objectives (including a statement about how the case study addresses the priorities of the call) ****All members of the team are to be involved in this task since this forms the fabric of the research * *Task 2:* - Methodological considerations and identification of anticipated risks - Expected results and dissemination activities (including information on how the case is likely to inform the specific context) ****Proposed members* · *Davis Onsakia* · *Liz Orembo* · *Ronald Ojino* *Task 3* - Collaborations or additional activities planned as part of the research (e.g. awareness raising, capacity building, technical assistance etc.) - Preliminary schedule - Tentative budget (as per IDRC eligible expenses) * * **** Proposed members* - *Wangari Kabiru* - *Daniel Otieno* - *Richard Otieno* Remember, to please read the call in order to adhere to the outlined guidelines and the breakdown of the weighting of the criteria. Another sub committee was proposed " PR & Communications " this Committee will be tasked with the following on behalf of isoc.ke. 1. Increase public understanding and recognition of the contributions of isoc in the Society 2. Dear Colleaues, FYI African Union (AU) Selects the Internet Society to Support Establishment of Internet Exchange Points across Africa Project includes 60 capacity building workshops in 30 countries [Johannesburg, South Africa --23 August 2012] – The Internet Society today announced that it has been selected by the African Union (AU) to conduct community mobilization and technical aspects workshops to support the establishment of Internet Exchange Points (IXPs) in AU Member States as part of the African Internet Exchange System (AXIS) project. The AXIS project aims at keeping Africa’s Internet traffic local to the continent by providing capacity building and technical assistance to facilitate the establishment of National Internet Exchange Points and Regional Internet Exchange Points in Africa. The project is funded by the Euro-Africa Infrastructure Fund and the Government of Luxembourg. The Internet Society is committed to organizing 60 community mobilization and technical aspects workshops in 30 African countries. To this effect, the Internet Society will also contribute its own resources for the implementation of this component of the AXIS project. Currently, much of Africa’s Internet traffic is routed through Internet exchange points external to the African continent. As countries establish their own IXPs, Internet traffic will be routed locally, creating a downward pressure on costs and stimulating growth in and distribution of local Internet content. Through the AXIS project, the interests of the AU and the Internet Society, working with other African Internet organizations such as AfriNIC, AfNOG, and AftLD, will be realized in this collaborative effort to assist in the development of a more locally operated and, hence, more robust and economically accessible pan-African Internet. Moctar Yedaly, Head of Information Society Division, African Union Commission, commented,“Africa is paying overseas carriers to exchange ‘local’ (continental) traffic. This is both a costly as well as an inefficient way of handling inter-country exchange of Internet traffic. Independent analysis has shown that Africa pays over US$600 Million to developed countries every year for inter-African traffic exchange that is carried outside the continent. We are therefore pleased that the African Internet Exchange System project will address this challenge by facilitating optimization of Internet traffic to support intra-continental traffic flows in Africa.” Dawit Bekele, Internet Society Regional Bureau Director for Africa, stated, “We are very excited to be selected by the African Union to support the growth of IXPs throughout Africa. We believe the AXIS project is extremely important to the continued health of the Internet ecosystem in Africa, and building the technical infrastructure and training the people to sustain it are fundamental to extending the Internet in Africa. FYI This could interest applications from Africa: Call for Expressions of Interest for 2012-2013 NomCom Chair 20 August 2012 ICANN is immediately seeking expressions of interest for the 2012-2013 Nominating Committee (NomCom) Chair. In accordance with ICANN's Bylaws, "[i]t is anticipated that upon the conclusion of the term of the Chair-Elect, the Chair-Elect will be appointed by the Board to the position of Chair." See Article VII, section 3.4. But, the current NomCom Chair-Elect chose after the Prague meeting to not stand for NomCom Chair. That is why ICANN is now calling for those interested in serving as Chair of the 2012-2013 Nominating Committee to submit a statement of interest. All individuals who have expressed interest in serving as the Chair-Elect will be directly notified about being considered for Chair. Accordingly, if you have already submitted your statement of interest for Chair-Elect, you need not do so again for the Chair position. Dear Listers I hope Liz has secured the venue for the coming Saturday meeting. This is just to reminder all that some very important items will be discussed, so please try and avail yourselves so that the Chapter can start moving forward. Important item on the agenda will be the Adoption of Strategic Plan and application for the open Community Grants. I reckon that only two applications will be accepted from a Chapter, or an affiliated individual. So I suggest we need to bring our heads together as a Chapter, discuss and agree how to approach this initiative. The Strategic Plan is of paramount importance as it will provide us with the foundation and structure to move on. So I would request all leaders of the various Thematic areas to attend, otherwise the meeting may co-opt available members on acting capacity. RE: Information on Regulating Hate Speech and Incitement to Ethnic and Racial Violence on Internet in Kenya The issues raised are pertinent and have been raised by citizens in several forums. To start of I wish to thank other contributors, espacailly Onsakia for remiding id of the NCIC, that came into existence after the 2007/8 debacle to help bring peace, sustainable development and harmonious coexistence among Kenyans. As NCIC acknowledges, it only does investigations but lack proprietorial powers, which in fact makes it toothless. By and large, there is need to have legal mechanisms that would be enforced encase there is interference of breaches with privacy, freedom, incitement and the like, in all manner of mediums. We always hear lots of negative rhetoric. Our statutes need updating to cater for the emerging issues. Much more advocacy is necessary as majority do not understand that they can play a significant role to improving peaceful co-existence, as we practice freedom of expression and speech as enshrined in the current space. There exists several self regulatory mechanisms adopted successfully in other countries, that we can also borrow from. Dear Pierre, The primary reason for AFRICANN's existence is to provide Africans who cannot afford to attend ICANN meetings the opportunity to understand better the various processes, policies and issues that affect them. This linkage is provided by those Africans who are able to attend/participate in ICANN processes. So when someone (anyone) discredits AFRICANN, and especially in such a manner as Ms Bekele has done, I believe that it is only appropriate that the community be informed. The fact that you are able to comment on the issue and share your opinion is a golden example of why AFRICANN exists. I recently came across this letter written by Ms. Sophia Bekele to ICANN regarding the recently vacated position held by Anne-Rachel Inne at ICANN. I take it as a personal affront that such an aspersion would be cast on myself as I not only consider myself an interested party in AFRICANN but I have also been involved in the founding and establishment of some of the above organizations and believe them and the individuals associated with them to be above reproach. East African Data Handlers Managing Director George Njoroge said they spent Sh10 million over the past two years to develop the program designed to recover lost data due to system failures, formatting, power surges, accidentally deleted files, corrupted data and viruses. For Android devices, they can recover data such as SMS, MMS, email, passwords, browser bookmarks, cookies, contacts, user dictionary, call logs, Google Talk, Facebook contacts, Bluetooth pairings, memos and location cache. He noted that they are the first company in the world to be able to recover lost data from Blackberry devices.
